Qualifications: 

    Master's degree in international affairs, economic development, public management, or related field required; bachelor's degree with an additional five years of work experience will be considered​
    Minimum 15 years of experience in project management required
    Minimum 10 years work in international development with progressively greater responsibility
    Minimum five years of work in governance
    Ability to secure a work permit from the government of Kenya
    Experience in Kenya and East Africa preferred
    Demonstrated leadership, versatility, and integrity
    Fluency in English required; Kiswahili language capability preferred

Responsibilities
   
Under the general supervision of the Chief, TES and direct supervision of the Chief, English Language Unit the incumbent will perform the following duties:
•  Provide general guidance on typing standards and procedures and establish macros and guidelines for completion of official documents.  Assist the Chief of the Unit by monitoring issuance of document and perform a full range of office management and administrative support function.  
•  Provide technical support in the utilization of the computer equipment in the text-processing Unit, make recommendations on upgrading and enhancement of the application, test, install and customize software package. Identify and solve technical problem. Implement the application of the computer Integrated Document Control and Performance Monitoring Systems (iDCPMS). Maintain direct contact with contractual translators and advise the Chief of Unit on the availability of the translators. Advise the contractual translators of forthcoming jobs. Provide them with guidance on communication protocol and monitors progress.   
•  Ensure that terminology used in translation is in conformity with that of the organization and verify presentation and completeness of the returned translated documents.  Report to document control unit on the volume of work. Establish the standard presentation in consultation with the Team Leaders on the quality and correctness of documents processed by the staff as well as conformity with the rules of presentation of the official United Nations documents. Advise on the technical requirements of draft and final text to facilitate the working process within the Unit. 
•  Assist text processing staff in resolving problems relating to transcribing, typing, proofreading and finalization of documents. Act as leave monitor to the staff in the unit and perform administrative functions assigned by the Chief of the unit.  
•  Receive and record all documents for translation. Type draft from text recorded on dictaphone cassettes or dictated directly as well as hand-written drafts from translators and editors ensuring that final products conforms with required standards.  Type and format text rough drafts, transcribing, clean-tying and correcting files. Proofread text against original language, draft, correct and point out discrepancies to the editors and translators. Finalize documents and ensure they conform to the UN standards and forward the final version to the submitting officers. Advise the Chief of Unit on the training needs for the text-processing staff. Maintain the document filing systems in the unit. 
•  Perform administrative and text processing duties relating to meeting head away from the duty station. Ensure that accommodation and travel arrangements for unit staff travelling on mission are made in good time. Prepare templates documents to the venue of the meetings. Compile and finalize reports of the meetings.

a)  Ensure timely action at Headquarter on administration of human resources in country and regional offices. 
b)  Oversee the timely provision of goods and services for regional offices by supporting the procurement processes. This includes close liaising with various sections in UNON.

Education

Advanced university degree (Master's degree or equivalent) in Finance/Accounting/Business Administration. A first level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. CPA or equivalent qualifications will be an asset.

Work Experience

Having a minimum of 10 years of experience in complex managerial, finance or administrative functions preferably in the UN system. At least 4 years of experience in technical cooperation project/programme implementation. Practical experience in development, implementation and management of projects is required. Familiarity with the Integrated Management Information System (IMIS) and the Enterprise Resource Planning (ERP) are required. Understanding of UMOJA and IPSAS is an asset.
   
Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English is required. Knowledge of other UN official language(s) would be a strong advantage. Portuguese is an asset.

MSI is looking for a Grants Manager for an upcoming United States Agency for International Development (USAID) funded devolution program focused on the new county level of government in Kenya.

Position Summary:

The Grants Manager will provide guidance and training, as necessary, to all potential sub-grantees on the requirements of the proposal preparation and submission process, financial management requirements, and administrative requirements pertinent to working with a USAID-financed activity. The grants manager will work closely with technical component leads to ensure that sub-grants align with overall project goals. This is a full-time, multi-year position.

Responsibilities:

The Health Unit is committed to the development of the field of humanitarian assistance through advocacy, documentation and research.

Reproductive Health Programming at IRC
The IRC has been a leader in reproductive health in conflict-affected settings for over fifteen years.  In this period, enormous strides have been made in integrating reproductive health in humanitarian responses.  The IRC is a founding member of the Reproductive Health Response in Conflict Consortium and an active participant in the Interagency Working Group on Reproductive Health in Crises. Reproductive health programs constitute the largest portion of the IRC’s health programs

The IRC’s reproductive health services are geared towards addressing the most critical needs of conflict-affected people and are respectful of their cultural, religious, and ethnic backgrounds.  The IRC supports reproductive health services including antenatal care, delivery care, emergency obstetric care, and postpartum care; post abortion care; family planning services; treatment and prevention of sexually transmitted infections including a range of HIV prevention, care and treatment strategies; clinical care for survivors of gender-based violence; and services focused on adolescent sexual and reproductive health.

The IRC leads dedicated family planning and post abortion care programs in several countries, including four programs that fall under one large grant in the Democratic Republic of Congo, Chad, Pakistan and Myanmar. These programs are provided in the context of larger primary care programs, but specifically aim to provide post-abortion care and family planning services to women who want these services.

SCOPE OF WORK:
The Reproductive Health Technical Advisor is based in Nairobi, London, or New York, and is responsible for ensuring that the IRC family planning and post-abortion care programs in The Democratic Republic of Congo, Chad, Pakistan and Myanmar are implemented according to plan and that the services provided are of high quality.  S/he will report to the Senior Technical Advisor for Reproductive health. The Technical Advisor will ensure the collection and analysis of project data leading to quality and timely reports on all four country programs. S/he will identify learning needs of the IRC staff in the four programs and ensure that those needs are met through appropriate trainings, remote technical support, and inter-program visits. S/he will ensure that the IRC program teams collaborate effectively with our local partners. S/he will be responsible for keeping abreast with best practices and disseminating relevant technical materials and technical advice to the family planning/post-abortion care programs in all four countries. The Technical Advisor will document and present IRC data and lessons learned at relevant professional meetings and other forums, and will participate in relevant interagency initiatives.

Principal duties and responsibilities:

    Provide technical assistance to family planning / post-abortion care programs in DRC, Chad, Pakistan and Myanmar.  This assistance will include all aspects of the project including project design, human resources, and monitoring and evaluation, and be provided through field visits, regular phone calls and email correspondence, and writing of reports and other project documents.
    Organizing sharing of best practices within the four family planning and post-abortion care field programs supported within the same grant, as well as with other similar programs within the IRC and other organizations.
    Review project progress quarterly, take the lead in organizing review conference calls and workshops and document the programs’ effectiveness, impact and lessons learned.
    Oversee monitoring of the program budget.
    Maintain an effective collaboration with the country teams of the four countries, as well as with other staff within the reproductive health team, the Health Unit, and other IRC departments.
    Identify programmatic gaps in all four country programs and make recommendations on addressing them
    Contribute to the development of field staff through training, mentoring, and assisting with professional advancement.
    Collaborate with other Health Unit colleagues in the development and refinement of the IRC reproductive health strategy, policy and technical resources.
    Represent the IRC to external agencies, particularly on issues related to family planning and post-abortion care.
    Other duties as negotiated with her or his supervisor.

QUALIFICATIONS:

    Medical or nursing/midwifery degree
    Public health degree
    Technical expertise and working knowledge of reproductive health in developing countries
    A minimum five years related international field experience including Africa
    Excellent communication skills, including the ability to deliver presentations to diverse audiences;
    Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports;
    Fluency in written and spoken English and conversational French
    Effective people and program management skills: ability to lead staff and promote productivity in a positive style;
    Solid training skills; the ability to develop and implement successful training sessions;
