Minimum Requirements

à A university degree in political science, international relations, journalism, or other related field is required.
à A minimum of five (5) years of work experience in areas related to Somalia affairs is required. Experience required in
aspects of international affairs and social science research/analysis, preferably in the fields of politics, political
developments, or a closely related field. Such experience must have involved sustained interaction with diverse social
interests, the international diplomatic community, and/or non-governmental organizations. A close familiarity with issues
and problems of security, democratization, and governance in less developed countries and a demonstrated ability to
analyze these issues are required.

à Must have thorough knowledge and a deep understanding of Somali political institutions, personalities, civic leaders, social
and development issues, and history. Must possess an in-depth understanding of the Somali clan system and affiliations,

BASIC FUNCTION OF POSITION


Incumbent serves as senior advisor to the Special Representative for Somalia (SRS) and the Somalia Affairs Unit on political affairs and related security, democracy, governance, and human rights issues. Incumbent serves as liaison between the Unit and Somali Transitional Federal Institutions (TFIs) officials and any subsequent federal political entities that may derive. Incumbent also serves as liaison between the Unit and established regional administrations such as Puntland, Somaliland, and Galmuduug officials; emerging administrations; Somali armed forces; civil society organizations; and leaders of other key groups. On instruction by immediate supervisor (FS-03 Political Officer –subject to change) or others in the chain of command, incumbent influences and negotiates with these contacts to advance U.S. policy goals, especially outreach, reconciliation, and peace-building. The incumbent further advises the Unit and facilitates U.S. government activities to strengthen security and encourage the TFIs to focus on key tasks to ensure a political transition to a permanent, popularly-elected government in Somalia, including but not limited to the adoption of a federal constitution and parliamentary reform. In the future, this may include political party development and elections.


MAJOR DUTIES AND RESPONSIBILITIES 100 % OF TIME

Information Gathering and Analysis – Through research in published and unpublished sources and a broad contact base both inside and outside of Somalia, gathers information and develops analyses on political, governance and human rights and military developments across Somalia. Tracks security and military developments in all regions of Somalia, including areas where there are active hostilities. Compiles information to prepare written reports and regular briefings on these developments. -- 30 percent of time

Reporting – Takes the lead in drafting congressionally-mandated reports on human rights, trafficking in persons, international religious freedom, labor practices, child soldiers, and terrorism. Exercises judgment to assess breaking news and verify information to draft analytical cables on security, political, and social developments across Somalia. Undertakes other reporting, as requested by supervisor and others in the chain of command, including forecasts of likely future political and security developments and trends. Collaborates with the security sector assessment team to engage with police and military leadership to provide accurate reports for material support and reform efforts. -- 25 percent of time

Contact Development – Cultivates and expands high level and sensitive contacts inside and outside of Somalia, across clan, political, ideological, and geographic spectrums. Maintains key contacts with top political and military officers, faction leaders, traditional clan elders, civil society organizers, women and youth leaders, development, and human rights and humanitarian workers. Guides and advises the SRS and Unit on critical personalities. Prepares in-depth and detailed biographic reports on political figures using published and unpublished sources, personal knowledge, and consultations with others. -- 20 percent of time

Advisor and Interagency Liaison – Offers insights and breaking news to the SRS and the Unit on political, social and development issues during regular policy discussions. Serves as a resource to other agencies and offices in the Kenya Mission, providing cultural, religious, and other specialized information needed to help formulate policy and programs. Works closely with USAID and public affairs staff to ensure that programs and outreach activities target the right audiences with appropriate messages to advance U.S. policy. Briefs and participates in briefings of visiting officials. -- 15 percent of time

Logistic and Translation – Recommends and organizes meetings for the SRS and the Unit to advance U.S. policy. Translates during high-level discussions between key contacts and the SRS and Unit. Guides the Unit on the design and execution of travel to promote outreach, reconciliation, relationship building, and other U.S. policy priorities. -- 10 percent of time

5. Not Ordinarily Resident (NOR) – An individual who:

* Is not a citizen of the host country; and,
* Does not ordinarily reside (OR, see below) in the host country; and,

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

BASIC FUNCTION OF POSITION

Incumbent serves as an investigator responsible for conducting complex and sensitive investigations to include personnel suitability, fraud, and malfeasance cases for U.S. Government (USG) agencies operating under the Chief of Mission. Conducts and maintains liaison with all host government police, law enforcement, and security organizations, and customs and immigration officials. Acts as the backup to the Senior Security Investigators in his or her absence, as directed. Represents the Mission in court and legal matters. The types of investigations include consular, citizenship, passport, and immigration fraud; threats to USG employees and family members; procurement or financial irregularities; and malfeasance. This involves a great deal of resolving conflicts among those who are providing information and testimony (sorting out “he said, she said”), which is an important aspect of investigative work in Kenya; and seeking out, uncovering, researching, and analyzing documentary evidence. Develops and maintains liaison with local police, including KPS, AP, KWS, and DPU; airport personnel; CID and other security, law enforcement, and government officials. Conducts interviews for personal background checks for employment of staff, or for other personnel as required. Provide TDY support for VIP visits or other U.S. delegations as directed by RSO Office. Assists other embassy offices and USG entities as directed by RSO Office. Be available 24 hours a day to respond to any emergencies or contingencies as directed by the RSO Office.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

A. Pre-Employment and Suitability Investigations: 30%


The incumbent is responsible for the completion of pre-employment security and suitability investigations for all FSN and contract employees countrywide. Incumbent is also responsible for conducting update certification investigations on all FSN, contract, and domestic service employees, and is charged with resolving any discrepancies or allegations of misconduct or unsuitability uncovered in the course of an investigation. Provide administrative support for the employee and contractor certification program.Incumbent is also responsible for conducting certification investigations on new construction contractors performing construction projects on the Embassy compound and inside the Chancery.Incumbent is also responsible for verifying certification investigations performed by the guard force contractor on contracted guard force personnel. B. Liaison and Protective Security: 40%

The incumbent is responsible for maintaining liaison with security and law enforcement personnel within the Government of Kenya (GOK).The incumbent assists RSO with stipend payments to law enforcement personnel assigned to perimeter security or protective details. BASIC FUNCTION OF POSITION


The General Services Assistant provides maintenance management of Interagency Housing Board assigned residences in Kisumu occupied by MRU and CDC employees. Carries out responsibilities by working with CDC Deputy Director, GSO service providers and with contractors. Acts as a liaison between GSO Real Estate and landlords when acquiring housing. Serves as housing coordinator for MRU and CDC residences.


MAJOR DUTIES AND RESPONSIBILITIES
Maintenance of Residences 65%

Receives work orders from residents. Determines the exact nature and extent of the maintenance, alteration and repairs needed. Determines whether the work should be completed by the landlord as stipulated in the lease agreement or by a maintenance contract.


If by contract: Acts as the CDC/MRU representative to administer residential maintenance contracts for electrical, plumbing, structural and other services. This includes: assists CDC/MRU and GSO in assessing proposals/quotations for the services; receives work orders from customers; determines type of work required; prepares a delivery order against the appropriate contract; ensures funding is available and correct fiscal accounting data is placed on the order; gives the order to the contractor; liaises with the resident regarding time/date/methodology for contractor to complete the work requested; inspects work in progress; approves work beyond the scope of the original request and makes appropriate changes to the delivery order/funding; inspects the work to ensure the work and materials utilized have complied with the standards and specifications of the contract. Tracks delivery orders by contract/BPA.


If by landlord: Forwards the details of required work to GSO Real Estate Office for preparation of letter to the landlord. Ensures landlord received the letter and performs the work within the required timeframe. May discuss various options with the landlord. Inspects work in progress to ensure quality and timeliness. If the landlord has not taken action in the required timeframe, in coordination with GSO Real Estate, may initiate a procurement document for the required work to be completed by a contractor. (This may require a new contract with three bids or may utilize contracts already in place.) Ensures landlord is appropriately charged for work completed. Maintains complete documentation regarding such cases. (The landlord may designate in writing a property manager with whom the incumbent and GSO Real Estate is to work.)


Initiates emergency repairs immediately. Emergency repairs include those that would affect eh safety and security of USG personnel and property if repairs were not carried out immediately.


Initiates requests for installation of or repair of fire and life safety equipment. Conducts inspections.

Coordinates needed inspection of residence by the Residential Security Coordinator and acts as liaison with contracted vendors for needed security upgrades. Arranges for and participates in the final inspection by RSO and GSO staff of new residences or as required; makes final inspection of painting, cleaning, furniture placement, and maintenance and initiates corrective action as needed. Briefs residents upon arrival on their responsibilities, procedures for work orders, location of and operation f residence electrical, water and other systems.


Must be familiar with stock of furniture and appliances on hand for MRU and CDC. May recommend purchase of new furniture to the Admin Officers of supported organizations on a cyclical or as needed basis. May initiate required purchases.


Inspects residences of departing personnel utilizing standard checklist.


May recommend to GSO Real Estate that a lease be terminated. Works with GSO to comply with lease terms regarding termination, repair and return to original condition of the unit.


Reviews GSO Real Estate data base information for Kisumu residences and provides updates as required.


Follows up on registration and insurance for GOVs as necessary.


Follows up on purchase requests as necessary.

Arranges inventory of residential furnishings with Warehouse inventory staff, upon arrival and departure of residents.


Arranges shipments of goods from Nairobi through liaison with Customs and Shipping staff.

Reporting and Responsibility

Working with the ASCP In-Country Representative as the Team Leader, the selected TAs will work with selected SLMTA labs in a mentorship capacity and to assist broadly with the laboratory accreditation initiative in Kenya on behalf of the ASCP.

Other duties will include but are not limited to: guiding labs through the accreditation process; monitoring, assisting, and encouraging the successful completion of assigned improvement projects; and supporting the development of knowledge capacity of lab directors and quality officers of the 13 ASCP SLMTA laboratories.

The TAs will continue to collaborate with representatives from Kenya’s Ministry of Health, National HIV Reference Laboratory, NPHLS, and CDC-Kenya in planning and implementing ASCP’s cooperative agreement projects.

Other duties may include assessing the criteria for completion of improvement projects; supporting improvement projects customized to specific labs; and monitoring these labs using the WHO/AFRO checklist.

A component will include addressing gaps identified by the Mid Term Assessments through workshops or individual mentorships designed to fix deficiencies through unique implementation
projects.

The TAs will also be expected to take on other responsibilities as will be assigned on an ad hoc basis by the In-Country Representative.

The Data Warehouse Senior Technical Manager will advise and provide technical expertise to the Chief of Party, and broader project team. This individual will lead the project’s strategy for and implementation of the data warehouse, define the business and information requirements, resolve high-level business and information issues, coach the team in the development of the data warehousing solution, provide continuity in all major data warehousing solution decisions, and determine how technology can be applied to meet the client’s needs.

The work requires innovation, often with very little guidance. There is an organizational reliance on the knowledge, initiative and experience of the Data Warehouse Senior Technical Manager. Work is very technical in nature and knowledge is specialized.
