PURPOSE OF THE JOB

To provide financial management services for the project spearheading financial management, control and forward planning for finances in line with the set project and donor guidelines.

KEY RESPONSIBILITIES

Act as the lead person within the project team for all financial matters and will be expected to liaise with the project team and other members of the finance department concerning all project financial issues.

Maintain an overview of AMREF policy, systems and procedures relevant to finance and ensure that developments are communicated and implemented appropriately through regular reviews.

Ensure that the project effectively meets the financial planning, monitoring, and reporting needs of the donor.
*

Advise project staff on donor contract requirements and provide training on financial management, record keeping, operational systems and policies.

QUALIFICATIONS AND COMPETENCIES

The ideal candidate should have a minimum of Masters Degree in Finance/Accounts or its equivalent. Must be a CPA (K) or ACCA finalist.
*

Over ten years of proven extensive, work experience in the field of finance.
*

Financial experience in US Govt funded projects in an international non-governmental organization will be an added advantage.
*

Proficiency in relevant computer applications. Experience in Sun Accounting System will be an added advantage.
*

Posses well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
*

Good negotiation, diplomacy, communication, planning and coaching skills will be a requirement for this role.

Sound knowledge of the HIV/AIDS sector and capacity building, especially in Kenya.
*

Exceptional managerial and operational experience, and preferably in managing large complex activities involving coordination with multiple program partner institutions in developing countries/sub Saharan Africa.
*

A minimum of seven years of experience working with United States Government(USG) supported projects and knowledge of the emergency plan goals and USG project financial rules and regulations at a senior level.

Job Purpose

The purpose of this role is to work alongside Save the Children UK’s Somalia, Kenya and Ethiopia country teams and in close co-operation with the donor compliance unit and global audit team based in London to minimise operational risks in relation SCUK’s Horn of Africa emergency response operations; specifically risks that arise from non- compliance with Save the Children UK’s global policies and non-compliance with donor regulations

The post-holder will undertake real time risk analysis of emergency response operations with regards to adherence to internal controls and donor compliance and will provide targeted context-specific sensitisation, prevention measures and guidance on minimising all major risks. Key to this will be the compilation of an operational risk register (country by country) with detailed action plans and continuous updates on risk rating and mitigation activities.

The Regional Compliance Manager will also perform on request investigations in relation to fraud, corruption and bribery and promote adherence to related policies.
Key Accountabilities

Value-adding support to operational management of high risk grants
• Provide feedback on the risk assessment of grants to Country Directors, Regional team and Donor compliance team
• Design and introduce solutions to key operational problems relating to compliance for the country programme teams
• Follow-up on implementation of risk mitigations measures which are directly related to grant management (for instance, sub-granting to, monitoring or capacity building of partners)
• Agree at monthly meetings, risk assessment mitigation plans with country teams and support them in their implementation.

Donor compliance monitoring
• Set-up with the support of Donor Compliance response milestones which will serve as a basis for subsequent monitoring on key operational and compliance steps to achieve on each of the key grants that are funding SCUK’s response
• Through field visits and remote support, review key activities, programme set up and paperwork to ensure in line with contract requirements and donor regulations
• Ensure that Country Programmes SMT is issued with a regular update on grant milestones performance including exception reporting on critical risks (as per donor compliance and IA rating)
• Ensure that high-risk grants and contract follow comprehensive grant closure steps and proactively guide and monitor country programmes in implementing these.
Technical support to country programmes and regional offices
• Maintain effective distance technical support throughout the project cycle of each grant through report reviews and responding to daily compliance queries
• Remote and on site coaching to country programme staff ensuring that staff have the requisite knowledge level and compliance checks and balances are embedded in operations
• Ensure that learning is built in at Country Programme SMT level as well as Regional/H.Q level.

Audit trail management
• Promote proactive audit trail management on key grants by country programmes. Utilise internal systems (such as FMS) to maintain project audit trails that ensure a solid evidence base is maintained of the activities implemented on key grants.
• Maintain an audit trail including all supporting documentation of the specific country programme inputs brought by the position including a log of all on site visits, achievements, guidance issued to country staff.

In addition, the Advocacy Director is a key organizational spokesperson, among those who represent the Africa Division before government officials, international agencies, media and the public. More specific essential responsibilities include:

1. Serve as one of the key spokesperson and advocate for Human Rights Watch on Africa;

2. Work closely with researchers in the Africa division from the selection of research projects to the design and implementation level to ensure that an effective advocacy strategy is part of the research project as well as develop and implement advocacy strategies on the full range of issues addressed by HRW in Africa;

3. Present research findings on human rights violations in Africa and recommendations for advocacy targets including government offices, international/regional institutions, media and general public;

4. Establish and maintain regular contacts and effective working relationship with relevant government officials from around the world, relevant staff of international/regional institutions, (particularly with AU, its organs and sub-regional organizations), members of the media, and other important actors;

5. Keep abreast of policy developments, gathering relevant information and provide a timely synthesis and analysis on policy developments as well as advise on emerging advocacy opportunities on the continent and elsewhere;

6. Prepare advocacy materials such as press releases, op-eds, campaign materials and other relevant advocacy documentations;

7. Work closely with international, national and local civil society organizations and activists including human rights organizations through formal and informal coalitions and partnerships;

8. Ensure organization-wide coordination to develop advocacy strategies and activities;

9. Perform other duties as required.

QUALIFICATIONS:

Education: An advanced (graduate) degree in international relations, journalism, law, or social science is required.

Experience: Minimum 7 years of direct experience in nongovernmental organizations, intergovernmental organizations, or governments working to influence policy on human rights in Africa.

Required Skills and Knowledge:

1. Senior level advocacy experience and knowledge of policymaking in Africa.

2. Extensive knowledge of sub-Saharan Africa and its human rights issues.

3. Experience designing and implementing successful advocacy initiatives.

4. Ability to defend and explain complex issues and positions to governmental and intergovernmental bodies as well as to media and staff.

5. A track record of dealing with the media, including experience with media interviews as well as cultivating and maintaining relationships with key journalists.

6. Demonstrated ability to think creatively, strategically, and quickly.

7. Excellent oral and written communication skills in English and proficiency in French is strongly desirable; proficiency in another language is an added value.

8. Demonstrated commitment to human rights and/or international issues and the capacity to master and represent the mission and programs of HRW.
