EGPAF is seeking a Chief of Party (COP) / Project Director for anticipated released of a USAID-funded National Level Service Delivery Project. The position is contingent upon award of the proposal.

Essential Duties and Responsibilities
The COP will provide management, programmatic, and technical leadership for project implementation. The COP will be responsible for the overall strategic and programmatic direction of the project, including financial, administrative, operational support, and management. The COP will report to EGPAF- Kenya’s Country Director, and will be responsible for the oversight of project activities driving the delivery of results for the donor.


Required Qualifications
• MPH, MD, MBA, or similar degree/education level.
• Experience managing large donor-funded projects, delivering results against a complex set of programmatic activities, experience in Kenya is a plus
• At least ten years successful experience managing US government grants or cooperative agreements with particular experience with PEPFAR and GHI an asset.
• Demonstrated experience in managing a team of professional project staff.
• Fluency in English.

Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Job description

* The main focus of the Programme Director is programme management and development.


* The Programme Director will assist the Regional Director with ensuring that:
* the Regional Programme in Somalia is managed and developed in line with NRC’s mandate, policies and country specific strategies
* the interests of the beneficiaries/target groups are safeguarded
* that the regional programme is managed in accordance with NRC´s personnel policies and guidelines
* programme activities are coordinated with the plans of national authorities and other organisations/agencies
* the programme contributes to NRC´s advocacy efforts, nationally, regionally and internationally, and;
* that NRC staff in Somalia are safe and secure


* Specific Responsibilities
* Contribute actively in strategic planning processes, including the development of regional programme strategies
* Contribute to the analysis of the political and humanitarian context in Somalia.
* Ensure quality implementation of programme/projects within specified time frames
* Quality control of proposals, budgets and reports to donors
* Active participation in resource mobilisation for the programme, including donor contact
* Ensuring a conscious programme approach in line with the “do-no-harm” principles
* Keeping the Regional Director and Regional Management Team informed about all programmatic issues of relevance to the overall management and coordination of the country programme.

* Line management of the three NRC Area Managers in Somalia
* Ensuring optimal use of human resources in the programme, incl. promotion of team work and team spirit, and securing adequate training of staff
* Developing and monitoring the annual calendar of deadlines for reporting on projects/submission of project proposals covering the country programme and communicates these to field staff.
* Regular project follow ups in all geographical areas where the programme is implemented

* Commencement: February 2012.
* Contract period: 2 years months with possible extension
* Salary/benefits: According to NRC’s general directions, approximately NOK 45900,- (€ 4900,-) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Key Accountabilities

 He / She will sample the materials as per the approved sampling plan.
 In the Lab the materials shall be analysed using the appropriate UMA or any approved methods. The suppliers of the materials will also be rated as appropriate
 The analysis results will be reported in 2-Hour report. The results will be compared to specs from F – shift/SAP. If results meet specs, the analyst shall change status from I to O (User decision) if not change status to Hold and inform the Ass. Quality Manager
 He/ She will then generate & print pass / Rejected labels as necessary & proceed to the stores and stick them appropriately on the inspected goods.
 The analyst will also ensure that analytical records, are maintained and kept safely
 The analyst will perform other duties as may be requested by the Ass. Quality Manager or SHEQ& Security Manager

Key Competencies:

 A University degree in a Supply Chain field
 3 years relevant experience in similar field.
