Responsibilities
The incumbent will perform the following duties:

• As a team member, support the implementation, coordination and monitoring of project activities related to the fight against piracy, according to approved project document/revisions, valid Contribution Agreement with the European Union (EU) and other donor funding agreements, valid policies and financial rules and regulations, and costed work plan/s. Assist in identifying bottlenecks, propose and take corrective actions in consultation with senior management, ROEA.
• Provide substantive support pertaining to the ongoing monitoring of all project expenditures and utilization of funds to ensure compliance with UN financial rules and regulations, initiate project and/or budget revisions when required.
• In consultation with the supervisor, prepare and disseminate costed work plans, terms of reference and other related project documentation, as and when required, and in close collaboration with relevant HQ focal points.
• Together with relevant technical experts, and in consultation with the relevant procuring entities, identify procurement needs (goods and services) and support the full procurement cycle of the various options.
• Maintain close working relationship with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery.
• As substantive contributor, research, analyze and present information gathered from diverse sources, relevant for project implementation in combating piracy.
• Carry out basic research, prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, participate in the process of ensuring quality inputs to publications, website and other reports.
• Coordinate activities related to the preparation and submission of substantive and financial reports for approval (monthly financial and quarterly narrative project reports, semi-annual and annual project progress reports, inputs to quarterly financial reports, annual report to EU).
• Provide support to consultative and other meetings, training, conferences and workshops, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Participate in or support field missions, including provision of guidance to external consultants, government officials and other parties and drafts mission reports, and ensure follow-up action.
• Assist the Programme Coordinator (CPP) in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC, in line with respective rules and guidelines.
• Provide assistance in the effective liaison with donors, development partners and other stakeholders; assist in making project achievements known and identify areas of new assistance.
• Support ROEA in drafting new counter-piracy project concepts and documents to diversify its portfolio (in line with the Regional Programme East Africa, UNODC Menu of Services and UNODC strategic frameworks) for circulation with potential partners/donors.
• As collaborative team member, participate actively for UNODC in local United Nations Country Team (UNCT) Kenya administrative/financial/operations networks, as necessary.
• Guide and coordinate the work of administrative and support staff if applicable; assist in the recruitment process of international and local staff as required.
• Perform any other duties as required/assigned by the Programme Coordinator, CPP.

Education
An advanced university degree (Master's degree or equivalent) in public administration, law, criminology, social sciences, police administration, or relevant social or political area with adequate focus on international maritime affairs, international security policy, criminal justice and/or law enforcement issues is required. A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.



Work Experience
A minimum of two years of experience in project/programme management (including financial aspects), administration in areas of interest for UNODC is required. Experience in working in an international environment and in advising national jurisdictions on issues of criminal justice and law enforcement is required. A broad understanding of maritime piracy in the Indian Ocean is desirable. Experience as a trainer in law enforcement is an asset. Exposure to the work of the United Nations and knowledge of UN rules and regulations is an asset.



Languages
English and French are the working languages of United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required.
Knowledge of French is an asset. Knowledge of another United Nations official language is an advantage.

The Ministry of Public Health and Sanitation (MOPHS), Division of Nutrition (DON) and UNICEF have committed to improving nutrition information systems in Kenya with the leadership of MOPHS. In 2008, the concept of a web based nutrition network was borne. The Nutrition Information Working Group has made various efforts to realise the dream of a nutrition network and improve nutrition communication to both technical and non-technical audience.

Between 2009 and 2010 the nutrition web content was developed with three key features; Nutrition Database, Discussion Forum and Document Library. The centralized data base will allow storage and archiving of virtual data on High Impact Nutrition Interventions (HiNi). Discussion forum allows online discourse on various nutrition issues and question/answer real time feedback. The document library hosts reports on policy, nutrition surveys, technical guidelines and research findings among others which can be easily accessed by users at national and sub-national levels.

The nutrition website www.nutritionhealth.or.ke was registered and launched in 2011 after encountering technical and administrative delays. The site is very important in centralizing and disseminating nutrition information such as policy, technical guidelines, research findings, minutes, survey and program reports among others. Due to advancement in information technology , the site requires improvement in terms of overall design, classification and access to information , interactive capability and generation of outputs.

The site now requires to be re-designed to make it more user-friendly to both the users and content administrator. A Web designer/developer firm is thus needed to design the website to meet the current information needs .

Scope of Work The web consulting firm will be responsible for the following: 1. Review the identified design gaps and content gaps in consultation with Division of Nutrition, Information Working Group, UNICEF and other stakeholders. 2. Design the nutrition website to meet the user requirements (content and design harmony). 3. Develop website administrator user manual to allow technical management of the site by the staff at the Division of Nutrition. 4. Develop a simple guide for users to access information on the website. 5. Present the designed website to the Nutrition Information Working Group for review and validation.

RWPPCR/IRs areas covered Increased proportion of women and children receiving quality evidence-based essential integrated maternal and child care services by December 2013. Activities & Processes The web consulting firm will: 1) Deliberate with Nutrition Information Working Group on the initial areas of design change that have been identified 2) Discuss with Division of Nutrition, NGO partners and UNICEF staff on their experiences and challenges on using the website. 3) Incorporate proposed changes in the nutrition website 4) Present the new look website to Nutrition Information Working Group/NTF for validation and incorporate the comments provided.

Expected Deliverables 1) New design of the nutrition website that is technically and user sound in view of stakeholder needs. 2) A fully operational website 3) Technical and user guides

NRC has embraced this innovation and is increasing its focus on cash and voucher programming in its food security core competency with the view of expanding this approach to other core competencies of NRC. NRC has therefore become a member of CaLP; an interagency initiative that promotes cash transfer programming on a global scale via capacity building in the humanitarian sector, research and advocacy.

NRC has conducted cash transfer projects in Afghanistan, Democratic Republic of Congo, Uganda, Somalia and Ivory Coast and wishes to expand to other programme countries. NRC is now seeking an 'Adviser- Cash and Vouchers,' who will strengthen NRC's experience, knowledge and capacity in cash transfer programming. The position will be based in Oslo, Norway or Nairobi, Kenya.

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED's relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts. In 2010, ACTED's mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution. In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities. ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.

III. Position Profile

The Reporting Intern ensures the production of timely reports for the Reporting Officer as well as the Reporting Manager. For countries where no reporting officer/manager position is available, the reporting Intern works under the direct supervision of the country director and ACTED HQ reporting department. He/she assists the Reporting Manager as well as the Country Director in developing a country communications strategy, both Officeral and external.

* Collect and synthesize data from the field, and draft reports in cooperation with project management , finance, monitoring and evaluation , and other field coordination departments
* Assist the Reporting Manager in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projects

IV. Qualifications:
* Postgraduate diploma in Journalism, International Relations or a relevant field
* Previous related work experience, preferably in the humanitarian field w/knowledge of donor relations
* Advanced proficiency in written and spoken English
* Excellent writing and communication skills
* Ability to work efficiently under pressure

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care. As part of CHAI's mission to increase access to high-quality HIV/AIDS care and treatment, CHAI's "Access Programs" aim to lower the price of essential drugs and diagnostics and facilitate rapid access to new products. In 2006, CHAI entered into a partnership with an innovative new international financing mechanism, UNITAID, to further these objectives for two underserved populations: pediatric and second-line HIV/AIDS patients. By purchasing aggregate volumes of antiretroviral drugs (ARVs) and diagnostic products on behalf of 37 developing countries with UNITAID funding, CHAI has negotiated price reductions of 64% and 42% for pediatric and second-line ARVs, respectively, introduced infant diagnosis for HIV testing into the government programs, and accelerated access to improved diagnostics, treatment options and technologies. The CHAI-UNITAID programs currently provide antiretroviral treatment to approximately 350,000 patients. The Lab Transition Analyst (Lab TA) will work with CHAI's Lab Services Team (LST) and UNITAID Transition Team to support countries as they shift away from the UNITAID donation and procurement system for HIV commodities toward other funding, more permanent sources and procurement mechanisms. The Lab TA will focus on strengthening the capacity of governments and partners to manage in-country forecasting processes, procurement and supply management (PSM) systems, and sample referral networks for diagnostic products and tests. The Lab TA will also strategize and work to resolve issues in grant management, product selection, tendering processes, internal distribution channels for commodities, and in some cases procurement and placement of lab analyzers. Finally, the Lab TA will play a supporting role to CHAI's Lab Services Team (LST) in global issues relating to the UNITAID transition: ensuring the inclusion of UNITAID products on non-UNITAID procurement list, assisting LST to achieve global pricing deals in strategic lab commodities, and working with suppliers to ensure adequate production of specialized commodities in 2012 and beyond. In doing so, the Lab TA will develop strong relationships with various teams within CHAI, as well as external partners in beneficiary countries and in some cases globally. We are seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills. The Analyst must be able to function independently and flexibly and have a strong commitment to excellence. * Serve as a key advisor to CHAI country teams and in-country and global partners on transition and capacity-building activities, especially related to diagnostic products
* Work with CHAI country teams, governments, and partners to map funding needs and available funds for HIV diagnostic products, align key stakeholders behind funding priorities, prepare documents and budgets for proposals for funding sources, such as PEPFAR, the Global Fund, and government funds
* Support and direct (where necessary) on-going optimization and rationalization projects for lab products
* Provide remote and in-country technical assistance to CHAI country teams in support of existing country-specific grants with a laboratory or diagnostics component, and assist in the creation of new grants for laboratory work
* Assist countries to build capacity on quantification of laboratory related commodities – either through leadership in forecasting workshops, participation in technical working groups , or training on forecasting models – in order to avoid stock-outs, reduce waste and minimize costs
* Support and provide technical assistance to countries in their tendering and ordering processes
* Assist LST to manage global supplier relationship through product demand forecasting, analysis of uptake of CHAI agreements and country specific problem solving

Qualifications:
* Minimum qualifications: Bachelor's degree plus 2-5 years work experience
* Excellent written and verbal communication skills
* Experience working in the developing world
* Experience developing forecasts of HIV-related medical products, including but not limited to ARVs, reagents, and lab consumables
* Experience leading forecasting processes in the developing world
* Ability to multitask multiple work streams simultaneously and work independently
* Available for up to 75% travel
