Overall Responsibilities:

Under the general direction of the Deputy Project Director, the Technical Director/Organizational Development Advisor is responsible for the technical leadership of the LMS/Kenya program. S/He serves as a member of the LMS Management Team.

In his/her role as Technical Director, s/he will ensure that all project interventions incorporate the best technical guidance and state-of-the-art practices in leadership, management and governance. In conjunction with the project leadership, s/he imparts a unified strategic vision and ensures that program activities lead to achievement of program goals and objectives in a timely fashion. S/he will coordinate all technical activities related to the project's technical areas: strategy, resource mobilization, and governance; finance and grants management; M&E and HMIS; and be responsible for the successful performance of the technical team. The Technical Director also supervises the Regional Leadership, Management, and Governance Activities Manager.

In his/her role as Organizational Development Advisor, s/he will provide focused, high-quality institutional capacity building assistance to partners and clients of the Leadership, Management and Sustainability (LMS) Program in Kenya. S/he will work with LMS team members to develop and implement a program of organizational capacity building that relies predominantly on local resources (individual consultants, networks, professional associations ) to deliver technical assistance to strengthen leadership, management, and governance capacity of managers and staff and organizational management systems in order to strengthen the sustainability and smooth functioning of the client organization. S/he will have expertise and proven experience implementing technical assistance in one or more of the following, key areas of technical assistance:

Organizational development, strategic planning, operational planning and budgeting
Leadership, management, and governance
Proposal and grants development/resource mobilization

S/he will undertake activities through consultations with managers of client organizations. S/he will build and maintain relationships with key client stakeholders and be responsible for achieving client-specific goals. S/he will focus on supporting sustainable change within organizations through management systems strengthening and capacity development .

S/he will also support the effective operation of the LMS/Kenya team by contributing to workplanning, monitoring and evaluation , and communications with internal and external stakeholders. S/he will exercise impeccable professional ethics, and will be aware of and adhere to MSH's procurement integrity standards in all activities.

Specific Responsibilities:

Technical Director Responsibilities:
Provide overall technical direction for technical assistance activities of the project.
Provide leadership for coordinating the various technical components of the project in order to achieve smooth functioning and programmatic cohesiveness.
Oversee the work and assess the performance of long-term and short-term technical advisors, consultants, and staff. Develop and approve specific technical scopes of work developed by technical staff and provide input and oversight to technical assistance provided to project clients.
Supervise Technical Team and Regional Leadership Management and Governance team. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work; conducting Performance Plan and Reviews; assisting the Project Director to communicate, implement and ensure adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets of supervisees; and facilitating technical staff success whenever possible.
Coordinate and identify with the project staff the technical training needs and opportunities to support the project.
As appropriate, support recruitment of high quality technical staff as required by the project and in keeping with project policies and procedures and local labor laws.
Promote effective program learning, helping to ensure that lessons learned are disseminated to appropriate audiences.
Participate in the LMS/Kenya Management team to ensure smooth coordination between the field and Home Office support staff as well as strong inter-project communications and planning.
Support the Project Director to ensure timely submission of high quality reports as required by the donor and/or any other stakeholders.

Organizational Development Advisor Responsibilities:
Build and manage professional relationships with key stakeholders, and provide reliable, high-quality follow through on all obligations to clients and other parties.
Assess institutional capacity building needs of Public Sector, FBOs, training institutions and other LMS/Kenya client organizations.
Review, modify and/or develop tools and interventions as needed to address client needs, including manuals and new systems.
Contribute to the design of strategies for implementing institutional capacity development across multiple clients, utilizing existing resources, according to client's greatest needs, with awareness of cultural and political sensitivities, and according to donor expectations and timeframes.
Deliver diagnostic, training, mentoring, and other organizational development services to client organizations both face-to-face and virtually and coordinate with LMS partners offering similar assistance.
Bring upcoming needs for contracted work or short term technical assistance to the attention of the Deputy Project Director and Project Director in a timely manner.

Qualifications:
Minimum of a master's level education in public health, international development, organization development, public administration, management, social sciences or a related field. At least five (5) years of experience managing public health programs in developing and transitioning countries. Successful track record of implementing successful interventions within the Kenyan health system.
Significant senior-level work experience in activities across the areas of leadership and management; organizational development, resource mobilization and governance.
Significant experience overseeing large portfolio of multi-disciplinary teams and client engagement
Demonstrated skill in establishing and implementing effective project management systems and processes
Firsthand knowledge and experience with MSH technical resources in leadership and management
Demonstrated skill in managing programs of similar magnitude and complexity Excellent communication skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
Familiarity with and understanding of USAID administrative procedure s.

The Advisor will work with APHIAplus staff to develop leading and managing skills among health sector managers; build skills in systems management, including, but not limited to human resources, finance, and communications; reinforce supervision and mentoring skills and process improvement at the district level; improve planning skills and oversight of the planning process; and strengthen governance structures and roles in the health sector. As a result of the LMS/Kenya–APHIAplus collaboration, it is expected that managers at all levels of the health system will have strengthened leadership, management, and governance knowledge and skills to effectively manage their programs and facilities to achieve greater health outcomes in a changing health system environment. Additionally, APHIAplus staff will have the skills and hands-on experience with LMG tools and approaches to integrate these into their ongoing work.

SPECIFIC RESPONSIBILITIES As the LMG Regional Advisor, the main responsibilities of this position include: 1. Enhance "on the ground" collaboration between LMS/Kenya and APHIAplus to identify LMG priorities in the assigned region 2. Provide technical assistance to the health sector (public, private, and faith-based) to respond to these needs and/or identify technical assistance requirements to be filled by LMS/Kenya staff and consultants
3. Build the capacity of APHIAplus to integrate responses to these LMG needs into their ongoing work, in collaboration with other LMS/Kenya staff 4. Position Summary

The Deputy Strategic Information Advisor will be responsible for automating collection and reporting of Health Information at health facilities and delivering supportive supervision, monitoring and evaluation, and performance reporting, and managing a team of Strategic Information Associates and tracking technical deliverables.

The position will initially run from March 15th 2012 until October 2012 after which the position will be renewed annually. The position is based in Nairobi Kenya.

Key Responsibilities

Coordinate all monitoring and evaluation for a PEPFAR project including Global Health Initiatives (GHI) and Next Generation Indicators (NGI)
Supervise and coordinate the collection of accurate monitoring reports from the health facilities (monthly, quarterly, semiannual and annually) on all required indicators
Support information technology infrastructure and management for data management tools
Coordinate technical SI needs at sites (computers and hardware)
Build the data culture at health facilities to improve data demand and data use
Manage and provide training for data analysis at the service delivery outlets and coordinate technical assistance to sites in the analysis of data to address gaps in the program and services

Qualifications

Technical Experience
Master's in public health, epidemiology, statistics, or related field with 3-5 years significant experience or Bachelor's degree with at least 6-10 years extensive experience in Strategic Information/M&E of health programs
Experience in clinical setting is preferred
Experience working with Patient Management and Monitoring Systems (PMMS) and monitoring and evaluation

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission.

MISSION CONTEXT

Somalia, the neighbouring country of Kenya, has been designed the most failed state of the world in 2011 . Due to civil conflict and drought, United Nations decided in 1992 to start an operation in Mogadishu ("Restore Hope"). In the same time, several tens of thousands people fled Somalia to Kenya. As a result of these influxes, the creation of refugee camps in the North Eastern part of Kenya has been decided and especially in Dadaab. Most of these refugees are still in Dadaab today. Dadaab is located in the east of Kenya, at about 90km from the Somalia border. The camps complex is composed by three "historic" refugee camps: Dagahaley, Ifo and Hagadera, located in a circle of 17km around Dadaab. Despite official closure of the Kenya / Somalia border by the Kenyan Government in January 2007, Dadaab refugee camps complex has received over 200,000 Somalia refugees over the past four years. Since October 2010 however, the numbers of refugees increased to over 10,000 a month, mainly because of the conflict in Somalia and since May 2011 because of the long and severe drought in the horn of Africa. The United Nations have declared on 20th of July a situation of famine in 2 regions of Somalia and on 3rd of August 2011 it was extended to 5 regions of Somalia. The number of refugees received between January and mid July 2011 is more than 60,000. The current population in the camps is around 400,000 refugees, while the three camps (Dagahaley, Hagadera and Ifo) have a total holding capacity of 90,000 persons (30,000 each). There are about thousands of new refugees who have no where to settle and are spontaneously settling on the outskirts of the camps. The rate of registered refugees arriving in the camps should continue rising. As of the end of July 2011, an average of 1,330 persons was arriving daily in Dadaab . It is anticipated that an estimated additional 80,000 new refugees will arrive in the next months, should the rains continue to fail and aid delivery in Somalia remains restricted. The sharp increase in arrivals combined with the prevailing drought situation in the Horn of Africa is impacting more on the newly settled refugees. Indeed, during the previous months, newly arrived refugees were not taken in charge immediately at their arrival in the different camps in Dadaab, because the Kenyan Government and UNHCR did not have the capacity to register this large number of refugees daily. Therefore, refugees could not receive any basic services as food and water at their arrival in Dadaab camps, creating situations of extreme vulnerability and sometimes to deaths. Despite the presence of humanitarian stakeholders in Dadaab, the huge influx of new refugees has made it extremely difficult to deliver sufficient and efficient humanitarian assistance, especially in the spontaneous settlements (vast areas around the different camps with no existing services at all). However, in response to the critical needs of newly settled refugees, the Kenyan Prime Minister made a public statement requesting UNHCR to open the new sites in the area and provide assistance in terms of health care, shelter, education and food. As a result UNHCR and implementing partners (IPs) decided to open two new camps (Ifo Extension and Kambioos) with an additional capacity of 180,000 refugees. The resettlement in these new camps has started on July 25 and is still under process. Regarding these facts, Handicap International has identified critical needs for the most vulnerable (especially for persons with disabilities, older and persons with serious medical conditions), such as: access to food and safe water, access to sanitation facilities, access to health services, access to adapted shelters, access to a secure environment and protection, access to other specific services according to their needs.

Handicap International, in the frame of its holistic approach to the most vulnerable called Disability and Vulnerability Focal Point (DVFP), proposes an immediate humanitarian response in order to cover the needs of the Dadaab camps vulnerable population. The strategy of these DVFPs is to identify most vulnerable persons (and particularly PWDs) in their community and enhance their access to basic and specific services. Because of the increased vulnerability of the new arrived refugees, Handicap International will focus its activities in the two new camps (Ifo extension and Kambioos) and in the outskirts of the three existing camps. This project, like all projects currently being implemented by the ERD, will focus particularly on extremely vulnerable individuals and their households, as these individuals often risk being excluded from assistance efforts, and given their original vulnerabilities, face additional barriers and challenges to cope and survive. The criteria of vulnerability could be enlarged according to the lack of coverage by the other actors and our financial and operational capacities. Also, HI aims to provide mainstreaming support to IPs at all levels in the emergency response. This mechanism for mainstreaming has been used successfully by HI in others emergency interventions (Haiti, Pakistan, etc).

Global Objective of the Position

Based in Nairobi with frequent trips to Dadaab, in direct link with the Head of Mission, the Administrative Coordinator is in charge of the administrative department (Finances, Accounting, Human Resources and Administration). He/She will ensure that all the HI standards process are in place and well followed included: - The respect of all the deadlines and the application of the HI standard in Nairobi main office but also in the project site (Dadaab). - Responsible for all financial inputs and information, analysis and reporting to the Head of Mission. - Guarantee the update and the follow up of the programs accountancy - Ensure the budget follow up, forecast - In charge of the administrative management - In charge of the Human Resources management (expatriate, local staff, incentive staff) of the programs

Possess BCom (Accounting/Finance option) degree or its equivalent from a recognized University.
Be a holder of an MBA from a recognized University.
Have passed Certified Public Accountants exams final/CPA (K) or Association of Certified Chartered Accountants exams final (ACCA) or its equivalent.
Have shown merit and ability in accounting and administrative works for at least 3 years in a senior position in a large busy organization.

Duties and Responsibilities

Overall organization and management of the Finance division.
Direct, control and coordinate all accounting matters
Formulate, implement and interpret financial policies
Prepare Corporation’s Budget
Implement sound workable financial systems of internal control
Preparation of financial records and annual financial statements.
Prepare financial reports for Board of Directors
Chief financial advisor to Management. Prepare books of accounts for external audit purposes.
Produce timely monthly management accounts
Overall supervision of the whole Administration division.
In-Charge of the administrative common services in the Corporation
In-Charge of maintenance, security and fleet of vehicles in the Corporation
Responsible for maintaining the buildings of the Corporation.
Responsible for mentoring, training and leading finance & Administration staff.
