Org. Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services - (www.unon.org). The post has a functional reporting line to the Department of Security and Safety Services (DSS).



Responsibilities



Under the direct supervision of the Director-General, who is the designated official for Kenya, the incumbent is responsible for the security of some 5,000 staff, delegates and contractors within the perimeter of the Gigiri compound, and an average of 170,000 visitors each year and performs the functions as Chief Security Advisor to the Director-General. In addition he/she manages the Security for numerous high level inter-governmental conferences/meetings both within the UNON complex and at overseas venues. The position manages 187 staff of the Service, at all levels and categories, in order to deliver a safe and secure environment for all UN staff both at the Gigiri compound and in Kenya.

Specific responsibilities will be as follows:

A. Coordinate the UN security efforts in both urban centres and up-county areas of Kenya by:

1. Ensuring the safety and security of UN staff assigned to Kenya including their family members;

2. Improving security of UN facilities throughout Kenya; ensuring that the Security equipment and procedures are consistent with the current procedures established by UNDSS;

3. Preparing and updating Security Risk Assessments, Minimum Operating Security Standards and UN contingency plans.

4. Establishing close working relationship with UN Agencies, the Security Forces of the Kenyan Government, commercial security companies, Embassies, High Commissions and International Organizations.

5. Managing security arrangements to cover meetings held at UN offices in Nairobi and coordination with relevant local authorities.

B. Ensure the security and safety of staff members by:

1. Managing the provision of security briefings.

2. Managing and supervising the investigation of security relevant incidents.

3. Liaising with local law enforcement authorities and Permanent Missions on special security arrangements.

4 Outside operational activities:

(a) Accompanying the Secretary-General and other VIPs on mission to Kenya and organizing security measures in co-ordination with security services;

(b) Participating in international, regional or national meetings on security matters as required.


E. Direction and Management of the Security Services at UNON.

Managing and supervising the functioning of the Service according to the need of Organization, including establishing safety policies and standards, recruitment policies and standards for security personnel and resource planning.

Education
Advanced university degree, advanced police academy degree or equivalent. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.



Work Experience
At least fifteen (15) years of security experience either with the Military, Police Force or the UN security system, of which at least three in a supervisory capacity. Management of security for a large facility and security staff. Work experience in Africa is desirable.



Languages
English and French are the official languages of the UN United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other UN official languages and Kiswahili is desirable.

General Description of the Role Stakeholders including; trustees, employees, donors and the public expect those charged with governance of the charity to manage the significant risks the charity is facing and to put adequate controls in place to deal with such risks. These risks encompass risks related to charitable operations, as well as risks related to compliance with laws and regulations, and financial reporting. Good governance, by its nature, demands effective systems of internal control and a charity's system of internal controls therefore has a key role in the management of risks that are significant to the fulfilment of its charitable objectives. A sound system of internal control contributes to safeguarding ALL stakeholders and the charities assets. A charity's objectives, its internal organization and the environment in which it operates are continually evolving and, as a result, the risks it faces are continually changing. A sound system of internal control therefore depends on a thorough and regular evaluation of the nature and extent of the risks to which the company is exposed. Since quality programs from which beneficiaries will benefit are, in part, the reward for successful risk-taking by charities; the purpose of internal control is to help manage and control risk appropriately, rather than to eliminate it. The purpose of internal audit within GOAL is to work with senior management to continually review and develop sufficient systems of internal control in order to manage the respective risks that the charity faces thereby protecting all stakeholders. Responsibilities

Develop Internal Audit Plans with Head of Internal audit / Audit Committee and COO, and decide on prioritisation of field sites based on risk assessment. The Plan will be reviewed and amended if necessary on a regular basis.
Undertake internal audits in field offices as described in the plan, with visits to each field twice a year [approx. 6 fields]
Set up risk committees in each country and attend meetings, in conjunction with local management.
Establish and ensure management of a risk-register in each country that is regularly updated in conjunction with the CD's and risk committees
Provide recommendations to Country Director (CD), Assistant Country Director Systems (ACDS), Field FC and other country management, where necessary, on improvements to be made in systems and controls.
Discuss findings of audit with CD, ACDS, Field FC and other country management in advance of finalising Audit Report and incorporate their comments.
Follow through of all action points with in country management until they have been fully addressed
Management of in-country Internal Auditors and their plans. o Develop an IA plan for the year for the national IA function o Review national IA reports and give feedback o Where necessary, advise and train CD's on Internal audit
Assist in training of national staff in GOAL financial policies and procedures as required.
Meet with GOAL's finance/audit committee twice a year or when necessary Give feedback and comment on field visits and country IA functions
Work with the Head of Internal Audit / Audit Committee and COO to develop a comprehensive standard audit programme for use in auditing field offices.
Review GOAL's field reporting procedures and identify areas for improvement.
Familiarisation with current structures, systems and procedures of the Finance Department in GOAL Dublin and its interaction with the finance function of field offices.
Provide advice and input / recommendations in ongoing review and on improvements to GOAL finance systems, procedures and controls where appropriate.
Familiarisation with GOAL's relationship with major donors, including main donor guidelines and principles, (in co-ordination with GOAL's donor liaison officer).
Conduct any ad-hoc audit or financial investigation assignments at the request of the Audit Committee / Head of Internal Audit or senior management.
A principal focus of the work will be to assess how efficient budget management and monitoring is in each field.
A principal focus of the work will be to review systems of control around the use of cash in field offices. Donor Compliance Knowledge and understanding of the key areas of donor compliance. As a further remit to each field visit ensure appropriate systems are in place in all relevant areas; reporting, documentation, filing protocols, resources allocated to ensuring donor compliance, training of staff. Subsidiary ongoing responsibilities: (It is intended that these responsibilities will be minimal but if urgent need arises they may be prioritised)
Assume the role of acting Field FC (i.e. provide cover) in situations where there may be a time period between contract end and contract start of successive Field FCs, or a Field FC may require a prolonged leave of absence.
Assume the role of emergency financial co-ordinator in a field where an emergency may occur.
Undertake project management tasks if required in emergency circumstances.

Minimum experience: 3+ years post qualification
Both audit and management accounting experience
Excellent written and spoken English
Computer literacy, including proficiency in Microsoft Excel. Experience with accounting packages, preferably SAGE
Very strong communication and organisational skills and ability to determine priorities
Ability to work with people from operations, programmes and finance backgrounds in a multi-cultural environment

ORGANIZATIONAL CONTEXT:

In order to ensure wider reach out to the refugees and ensure their close involvement in the delivery and management of the Water, Sanitation & Hygiene (WASH) services, the incumbent will need to establish an appropriate consultative and monitoring framework which would draw the experience and expertise of a wide range of actors both internally and externally.

The Senior Regional WASH officer will be responsible for provision of professional technical support and guidance on activities within the areas of WASH. Furthermore, the incumbent is required to play a lead role in formulating appropriate project proposals and assistance activities that should be incorporated into the relevant country programmes of UNHCR.

The Senior Regional WASH Officer will work under the technical supervision of the Senior WASH Officer in PHHIV at Headquarters and the line supervision of the Head of UNHCR Regional or Country office. The incumbent will coordinate her/his activities with other sector technicians in the region. The objective, work plan, and the priorities of WASH interventions will be jointly formulated by the field, bureau and PHHIV section.

FUNCTIONAL STATEMENT:

Accountability: - WASH services provided to refugee and others persons of concern to UNHCR are based on UNHCR country and /or internationally recognised and most up-to date standards and policies. - Sound technical support and advice are provided to country operation in the field of WASH. - There is viable monitoring and evaluation system in place for data collection, analysis and interpretation to serve as evidence base for planning and interventions.

Responsibility: - Ensure that national and/or internationally accepted and relevant standards and policies are applied and adapted in close coordination with the host country, relevant UN agencies and partners in order to guide the provision of essential health services (preventative and curative). - Facilitate regional and country-level coordination of WASH actors so that WASH programme planning and implementation is streamlined, resources are optimally utilised, and there is active participation of the Government, implementing and operational partners, refugees and other persons of concern as well as sister UN agencies. Effective coordination will identify gaps and overlaps in programming, address unmet needs, and orient existing activities to address priority public health issues. - Support WASH focal point to take lead role in coordinating WASH activities and promote7be involved in WASH cluster coordination at regional level and assess potential collaboration with UNICEF, UNHabitat on defined areas. - Work closely with UNHCR programme, field and protection staff to identify priority WASH and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met according to the phrase of emergency. - Undertake needs and resources assessments with Governments and partners in order to prioritize needs and activities in provision of services to refugees and other persons of concern of UNHCR. - Support WASH focal points to participate in review and analysis of relevant project proposals and budgetary submissions presented by UNHCR partners within context of UNHCR programme cycle. - Guide and assist in preparation of engineering calculations leading to detailed drawings for required WASH infrastructures and activities with associated cost estimates for existing and new camps/settlements, transit centers, receptions centers, border exit stations. - Monitor and evaluate country-level WASH programmes against standard UNHCR and international indicators to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner. - Monitor technical and financial aspects of WASH programmes and provide technical guidelines and advice to UNHCR, other UN agencies and implementing partners in their activities related to WASH in refugee situations. - Support capacity building initiatives so that refugees and other persons of concern to UNHCR and its partners acquire the needed knowledge, skills, and sense of responsibility and ownership of programmes. Support WASH focal points and coordinators to develop training plan, organize and act as resource persons in workshops and training both in-service (formal) and on the job (coaching). - Emergency response: Able to be deployed for the first phase emergency response (for a maximum of one month), to carry out needs assessment and support the country to develop a WASH strategic plan of response. - Liaise and coordinate with WASH Senior officer in HQs on technical activities related to the operation. - Any other responsibilities/functions deemed necessary or as delegated by the Head of the Office/Chief of Section to meet the level of the services in the organization.

Authority : - Enforce UNHCR¿s strategies and guidelines in the field of WASH - Provide guidance and recommendations on WASH programmes in the country and region. - Represent UNHCR¿s in WASH meetings as well as in technical monitoring of activities.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:

Advance University degree in Civil Engineering, Public Health Engineering, or Environmental Studies, Hydrology or Water Resources Development.
Minimum 10 years of progressively relevant professional working experience in WASH related activities. At least 3 years of this experience should be with an international humanitarian organization dealing with large scale emergencies or displaced/refugee situations and, should be directly relevant to the current position.
Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH is essential.
Demonstrated experience in organising and conducting training activities and information campaigns in the WASH related issues.
Proven technical expertise in area of WASH assessment including surveys, programme implementation, monitoring and evaluation, and coordination is required.
Exposure to UNHCR mandate, its priorities and principles.
Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.
Proficiency in basic computer software such as MS Access, Excel, PowerPoint, Word, water modelling software, GIS.
Excellent knowledge of English and French (written/ oral/ comprehension).

DESIRABLE QUALIFICATIONS & COMPETENCIES:

Experience and professional training in one of irrigation, site planning, or shelter with a good understanding of the main issues in the other two sectors. To this end, an advanced degree and additional training in one or more of the above sectors would be useful.
Applied knowledge in UNHCR programme management, project formulation, programme cycles and reporting standards.
Previous exposure to cluster approach, preferably both at the global policy level and at field level.
Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
Working knowledge of another relevant UN language.
Proficiency in the languages spoken in the region
