Background/Job Summary:

One of CRS’ strategic objectives, as defined by its Emergency Strategy, is to become a more innovative and effective emergency prevention, preparedness and response organization. To this end, the Emergency Operations Department (EOPs) provides leadership and responsive support for systemic improvements in CRS emergency programming. EOPs strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. EOPs has technical staff on the Emergency Response Team (ERT) based in Nairobi and at Headquarters in Baltimore, Maryland who support emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide. The PMII-Response Coordinator provides CRS with an experienced general relief professional who can be deployed to fill critical relief management roles in the event of small, medium, and large-scale emergencies. During large-scale disasters, CRS responds immediately (within 48 hours), often alongside partners, with technical support and staffing presence. The organizational systems, structures and operating norms require that staff deployed have significant CRS and emergency management experience in order to set up the relief delivery infrastructure immediately and to accompany local staff and partners. Although emergency situations vary, key responsibilities of the PMII-Response Coordinator are listed below.

1. Provide emergency management assistance as requested, following CRS program and management quality standards, and international accountability standards such as Sphere standards and the Good Enough Guide.

2. Provide leadership or technical assistance to emergency programs upon request (TDYs), in assessment, proposal/program development, strategic planning, implementation and M&E. As necessary provide support in other response functions such as security, staffing, logistics, finance, IT/communications and administration.

3. Lead or assist with set up and/or management of emergency field offices, teams, and relief operations.

4. Represent the agency and partners at cluster, donor and coordination meetings

5. Help identify training needs and requirements for County Program and Partner emergency program staff.

6. Facilitate and implement various trainings including emergency response and preparedness trainings for country program staff and partners in the field when needed.

7. Update existing emergency preparedness and response training modules, as needed.

8. Work collaboratively with country program staff and provide on-the-job training to country program and partner staff during an emergency response.

9. Training should ensure staff ability to establish quality emergency response programs that include cross-cutting themes (such as protection and peace building), meet donor requirements and achieve excellent general program management standards.

o Experience with CRS/Caritas preferred.

o Basic knowledge of design requirements and regulations of major donors including the United States Government, Caritas, the EU, and UN agencies.

Selection Criteria

Qualifications, studies and training in diplomacy and protocol practices would be an advantage.

Scope of work:

The IRC is currently seeking a Security Manager for its Somalia program, based in Nairobi and with at least 60% travel time to the program sites (Mogadishu, South Central and Puntland).

The position will work with the country team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff.

The SM will conduct training on site for staff and others (external security providers) and facilitate development and implementation of appropriate security plans and SOPs.

S/he will provide expert security advice to all levels of IRC staff in the country office including security updates, travel advisories, and incident management.

The Bank invites applications from suitably qualified candidates to fill the vacant position of a Driver.
This is a local position, which does not attract international terms and conditions, and posting will be in the Regional Resource Centre-Nairobi of the African Development Bank Group.

Duties and Responsibilities

Under the overall administrative authority of the Regional Director for the East Africa Regional Resource Centre (EARC) and the day to day direct supervision of the Finance and Administration Officer the main responsibilities of the driver will
be to:

Transport bank staff and visiting missions which will include travel outside the duty station.
Ensure the vehicles are well maintained and prepare fuel consumption reports.
Keep proper records of both maintenance and use in accordance with manufacturers and bank specifications and requirements.
Ensure bank vehicles are compliant with insurance and other transportation protocols of the host country.
Perform office messenger duties for the office mail.
Perform any other tasks as may be assigned.

Requirements

(including desirable skills, knowledge and experience)

General Certificate of Education (‘O’ level certificate) with at least C Grade passes, or Advanced Level Certificate (A’Level).
A valid Driver’s Licence.
A minimum of five (5) years’ relevant experience as a driver in an international organization or government department with a clean driving record.
Knowledge and skills relating to minor vehicle repairs and their routine maintenance.
Good interpersonal and team working skills.
Ability to communicate and write effectively in English and/or French, with a good knowledge of the other language.
Competence in the use of some of the Bank’s standard software e.g. Microsoft Word.

Terms of Employment

Three years on a fixed-term contract with possibilities of renewal based on performance.
