Overall purpose

Responsible to the Branch Coordinator for providing community based social services to identified groups, individuals and families with a focus on People With Disabilities (PWDs) within Turkana County.

The overall objective is to provide technical support to the branch to ensure that PWDs have access to KRCS emergency and post emergency interventions in Turkana under the current tripartite agreement between Kenya Red Cross, APDK and CBM.

In many instances, the Project officer will have to take his/her own decisions independently without consultations when faced with extra ordinary situations.

The case load may include dealing vulnerable children, adults and youth with disabilities with complex needs.

Duties and Responsibilities

    Provide technical support within Turkana County (Branch) to mainstream PWDs in emergency focusing on establishment of systems and capacity building of volunteers and staff in disability friendly packs.
    Integrate PWDs activities into other programs and undertake joint planning and implementation.
    Contribute in the design, development, implementation and evaluation of capacity building programs aimed equipping staff, volunteers and communities with skills to mainstream and implement disability friendly projects and activities.
    Work within KRCS sites to integrate PWDs in the on-going school feeding and other related programs.
    Provide services to the aged and handicapped in order to facilitate the access to services.
    Adopt and update M & E tools to capture incidents of abuse, facilitate medical or psychological examinations and referrals where necessary.
    Provide mental health services and ensure adherence with code of ethics and other global guidelines focusing on psychological first aid for survivors to enhance resilience.
    Co-ordinate printing and dissemination of IEC materials and policy documents for sensitization, and awareness on the project.
    Representation at meetings, workshops and other forums to promote and lobby issues related to PWDs.

Minimum Qualifications

    Bachelor of Arts Degree in Social Work from a recognized institution.
    At least three years experience in a similar position preferably an NGO. Training in occupational safety and sign language would be an added advantage.
    Knowledge of social work theories, practices and procedures.
    Knowledge and understanding of all pertinent legislations and policies including the Constitution, the KDHS, the Child and family services Act, psychosocial functioning theories and practices and child protection theories, the Survey Report on Persons with Disabilities, the Sphere Project and the Health Cluster Handbook.

Key Competencies

    An understanding of disaster and crisis management and the ability to deal with life threatening situations including first aid.
    Be flexible, adaptable and able to work effectively in a variety of settings in a cross cultural situation and have knowledge of the range of services and resources available in the community.
    S/he must have well developed organizational, verbal and written communication and computer skills.
    Proficiency in word processing, database, spreadsheet applications and computerised procurement and stores software packages.

Overview

This international role is part of the GOAL global M&E technical unit which provides advice and support across GOAL's 11 country programmes. Each of GOAL's country programmes has a fully dedicated M&E unit. This role will be working very closely with the M&E unit in each country as well as with other members of the international technical team.

General Objectives of the Position:

 Quantitative Surveys: To provide technical advice and training to country programme teams so that they efficiently produce timely and high quality surveys and assessments. M&E teams in country will have increased knowledge on the application of standard GOAL survey approaches particularly to meet the evidence requirements of the GOAL results framework 2012-16 including supporting the design and roll out of baseline- midline and end line surveys that will provide a valid basis for programme evaluation s in the organisational strategic planning period 2012- 16 (in coordination with the Survey and Assessments Advisor UK and the M&E Advisor Dublin). Approximate annual work time dedicated to this objective 50%.

 Qualitative data collection : To increase the quality of qualitative data collection through training as well as through review/redesign of the tools used. In particular this will involve working in coordination with the MEL regional coordinator. Approximate annual work time dedicated to this objective 20%.

 Dissemination of findings and community accountability: To strengthen the dissemination of findings to communities (downward accountability) as well as to strengthen community accountability mechanisms (such as beneficiary complaints procedures). Approximate annual work time dedicated to this objective 20%.

 Emergency response: To directly organise and oversee assessments/ baseline surveys in the initial set up period of an emergency response and establish basic M&E and accountability systems from the outset of an emergency. Approximate work time dedicated to this objective 10%.

Key Responsibilities: 1. Ensure that all GOAL survey plans are shared with the Survey and Assessments Advisor/ M&E HQ for technical review as well as the relevant member of the programme technical team (health, nutrition, livelihoods, HIV, children's empowerment and protection). 2. Ensure that all GOAL surveys planned are conducted and delivered on time. 3. In conjunction with the Survey and Assessments Advisor UK review methodology and sample size calculations prior to any new survey implementation by country programmes. 4. In conjunction with the MEL regional coordinator review qualitative tools, design and roll out training on qualitative data collection . 5. Submit a weekly report to relevant line manager (M&E Advisor HQ), which notes, progress on survey completions and any outstanding reports which are being delayed. 6. Documenting existing community accountability mechanisms as well as championing the introduction of additional mechanisms where gaps are identified. 7. Be available to support needs assessment s in select large scale onset emergencies. 8. Become familiar with GOAL M&E framework and survey guidelines and provide remote technical support and advice to country programmes as required. 9. On completion of contract prepare a short handover report on status of outstanding surveys.

Key Duties:

Surveys Technical Advice & Training: Work with and technically support the in country M&E coordinators: ï‚§ In designing the survey process, ensuring the participation of all programme sectors ï‚§ On training the survey team and supervisors as to their specific responsibilities ï‚§ On field testing of surveys ï‚§ On organising/ scheduling the survey team workplans ï‚§ On establishing the data input procedure to minimise errors. ï‚§ Support and follow up on the in country 'lessons learnt' assessment following each survey, documenting key areas for improvement / amendment at the next survey, and ensure findings are used to improve the process of the next survey. ï‚§ Training on the use of software for sampling design as well as for analysis after data collection ï‚§ Building competencies in applying electronic survey technique using hand held data units ï‚§ Assist the Survey & Assessment Advisor (UK) on the verification of survey written reports analysis and interpretation of findings.

Qualitative data collection : ï‚§ Review of qualitative data collection tools already in place (eg Causal Assessments) ï‚§ Organise and carry out training for qualitative data collection (including, but not limited to, focus group discussions and key informant interviews) particularly to investigate the underlying causes of findings observed at the survey ï‚§ Support the over-all process of qualitative data collection among all programme sectors, advising, supporting and helping practically as and where necessary

Dissemination of findings: ï‚§ Review and redesign as necessary of dissemination processes/tools in country ï‚§ Review and follow up on the dissemination of summary survey findings in country programmes with stakeholders such as the community, civil society partners, coordination bodies and HQ technical team ï‚§ Facilitating sharing between country programmes on lessons learnt in quantitative surveying/qualitative data collection , including representation of GOAL at inter-NGO events if required.

Community accountability mechanisms: ï‚§ Research best practice on community accountability mechanisms both within GOAL and within the development sector and design a GOAL toolkit that enables best practice and adaptation to the local contexts ï‚§ Support and advise country programme teams on strengthening community accountability mechanisms in new as well as existing programmes

Requirements:

Qualifications / Skill

Batchelors Degree-level qualification in public health, nutrition, community development, child protection, livelihoods or a related field
Master's degree including studies relating to research and statistical analysis
4+ years of managing and implementing research and surveys for INGO at a senior level. International experience is required.
2+ years of programme management experience for INGO/NGO
Experience specific to nutrition/ health surveying preferable
Extensive experience in statistical analysis and software use (descriptive statistics analysis required and ability in inferential statistics preferable also)

GENERAL POSITION SUMMARY:

The Deputy Chief of Party (DCOP) will play a key leadership role in the implementation of a proposed 5-year $49 million program to support increased resiliency and economic growth in Kenya's Northern and Arid Lands. The DCOP will assist the COP in projects oversight, technical, administrative, operational and logistical management of the project. In absence of the COP; the DCOP will undertake some of the CoP responsibilities. S/he, with the assistance of other personnel will provide technical assistance in Objectives 1 & 2: strengthened & diversified livelihood options, and advancing value chain inclusiveness. The DCOP will also have direct oversight of program operations and M&E functions.

ESSENTIAL JOB FUNCTIONS:

Program Management

    Provide leadership and strategic vision to the livelihood diversification; and pastoral livestock and marketing components of the REGAL program including workplan development, market analysis, partnership selection and management, and overall sector strategy.

Monitoring & Evaluation (M&E) and Reporting

    Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems.
    Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner.

Context and Background Merlin has been working in Kenya since 1998 and it maintains a regional office in Nairobi, which directly manages Kenya programmes and through remote management provides support to Somalia country programmes.

Merlin has been working in Somalia since 2004 and is currently implementing health and nutrition programme in El Buur district in Galgadud region; emergency health and nutrition programme in Awdal (Somaliland) with the field office in Hargeisa; HIV/AIDS, TB and emergency preparedness programmes in Puntland State of Somalia with an office in Garowe, where it was nominated to be the lead agency for Interagency Health Cluster. Throughout Somalia Merlin also provides technical coordination and capacity strengthening for the GFATM malaria programme.

In Kenya Merlin provides nutrition assistance to the draught affected population in Wajir and Turkana district of Northern Kenya with offices in Lodwar and Wajir towns respectively. Other operations in Kenya include malaria, HIV/AIDS, and TB programme in Nyanza province with field office in Kisii town.

The mission of Somalia and Kenya programmes is to address humanitarian and health crises while increasing capacity of local structures to deliver effective and quality primary health care services. It works with local healthcare actors including community groups and NGOs to improve access to quality health care services and to contribute to a reduction of health inequalities and the reversal in the current downward trend in health related indicators. Merlin also collaborates closely with the Ministry of Health and builds partnerships with the agencies working in complementary sectors (i.e. water/sanitation and livelihoods).

Main purpose of the role The Logistics Manager (LogMgr) is responsible for managing and delivering an efficient and effective logistics service across all programmes and field sites on Kenya and Somalia. This includes implementing, monitoring and following-up across all logistics disciplines to ensure that Merlin's standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles. The LogMgr represents logistics as an active member of the Country Management Team (CMT) and will ensure effective cross departmental interaction.

Overall Objectives (scope) As a senior staff member within the country structure, the Logistics Manager is a member of the Country Management Team. The overall objective of position is to coordinate all logistics functions and provide adequate and timely support to all Merlin programmes in Kenya and Somalia. This is a regional role that has senior overall coordination responsibility for the logistics of 2 country programmes.

Responsibilities Leadership

    Coordinate and manage the overall logistics functions of Merlin office in Nairobi and project sites in Kenya and Somalia.
    Ensure that the Merlin logistics standards, systems, policies and procedures including procurement, warehousing, supply/stock movement control, freight management, asset management, IT, as well as documentation, filling and reporting, are well established and fully implemented in Nairobi office and all field sites.
    In consultation with the Kenya and Somalia Country Director (CD), review logistics structures and functions in response to any changing needs and scope of activities managed within the two countries.
    To be an active member of the Kenya and Somalia Country Management Team (CMT) and in consultation with the Country Director, represent Merlin in relevant external logistics and security forums.
    As part of the Country Management Team (CMT) contribute to the development and implementation of the country strategy. Supporting the operations manager and projects coordinators in developing the logistics elements of their project plans.
    To develop, implement, review and monitor progress of agreed annual and quarterly departmental plans that will contribute to achieving the Merlin Kenya and Somalia country strategic plans objectives.

    Programme Support/Development
    Provide adequate and timely logistical support to all Merlin Kenya and Somalia country programme including timely procurement and delivery of supplies and goods; transport, IT, communications as well as emergency preparedness and response
    Actively participate in and provide support for new programme. development/designing initiatives and activities including undertaking assessments
    In consultation and jointly with programme staff particularly Project Coordinators and Field Medical Coordinators, develop, implement, review, and monitor procurement, construction and rehabilitation plans for all projects to ensure adequate lead time for timely procurement and delivery of supplies and goods as well as completion of activities.
    Provide regular updates and feedback to field project sites, Project Coordinators (PC), finance department, Country Director (CD), Country Health Directors (CHD) and other relevant staff on logistics procurement and movements of goods to allow proper and advance project implementation planning.
    Responsible for assessing and advising on logistical needs for new and existing projects in collaboration with relevant staff (CD, PCs, CHDs) and Merlin Head Office (HO).
    Develop annual cargo transport plans in consultation with the project sites to accommodate/take advantage of seasonal transport options (i.e. road networks) to ensure efficient and timely supply of goods to field sites.
    Contribute to ensuring that the Remote Management Guidelines are up to date, relevant and rolled out in a practical manner to the field project sites.

    Security/Risk Management
    To act as the Security Focal point for Merlin Kenya and Somalia.
    Assist the Country Director in ensuring that country security management plans are developed, fully implemented, reviewed and updated.
    Work closely with Project Coordinators and ensure that location/site specific security plans are developed, approved, implemented, reviewed and updated.
    Continuously monitor and analyse the national and project areas security context and situation in Kenya and Somalia, share the information with all staff including any deterioration that could affect staff or operations and in consultation with the Country Director, provide guidance to teams/sites as required.
    In consultation with the HR Manager ensure that new staff, visitors, interns, consultants etc. are provided with security briefing both in Nairobi and the field sites.
    In collaboration with the Country Director plan and provide security training to all Merlin Kenya and Somalia staff.
    Ensure that security incidents are reported in a timely and concise manner from the field and that this information is shared with the CD and HO.
    Provide support and ensure that all Merlin Kenya and Somalia premises are adequately secured at all times.
    Alongside the Country Director actively participate in and represent Merlin in interagency security and related forums for Kenya and Somalia.

    Technical Support/Logistics Management
    Ensure that all Merlin logistics systems, policies and procedures are set-up and fully implemented and adhered to in Nairobi and all field sites.
    Undertake regular supervisory, monitoring and support visits to all Merlin Kenya and Somalia field project sites.
    Undertake regular and full internal logistics audit in all field sites and address and follow-up any identified areas of weaknesses.
    Act as technical adviser for all Merlin's missions supported by the Nairobi office on technical areas such as water/sanitation, rehabilitation, maintenance, vehicles, radios, office equipment, cold chain, generators etc.
    Ensure that all logistics reports from the field sites and Nairobi office are prepared, compiled and submitted to the Country Director (and HO Regional Logistic Officer) on a monthly basis.
    Be familiar with donor funding agreements, regulations and requirements and ensure that Merlin logistics operations such as procurement are undertaken in accordance and line with the donor procedures.
    Responsible for preparing and submitting to the Country Director, Country Health Director and/or Project Coordinator any logistics and related reports and information, such as fixed asset list, required by donors.
    In co-ordination with HO Logistics, roll out logistics library and ensure that the field is supplied with the necessary logistics reference and reading material for mission use.
    Working closely with finance department, establish and maintain accurate and up-to-date fixed asset register records for each Merlin project assets in Kenya and Somalia.
    Ensure that all communications equipment (radios, etc.) are in good working conditions in all sites at all times and establish and maintain sound communication systems and mechanisms within the field sites as well as between field sites and Nairobi office.
    Ensure that IT services and systems are well set up and maintained in all sites.

    Staff Management / HR
    Directly line manage the logistics department staff including Transport & technology officer in Nairobi office and provide adequate management, technical, supervision, and capacity building support to all Nairobi and field based logistics staff.
    Ensure that all logistics staff in Nairobi and the field sites have up-to-date job descriptions, carry out timely staff performance appraisals, provide guidance, training (including on the job training and mentoring) and support to enable them fulfil their duties and responsibilities effectively and successfully.
    Plan and provide training on Merlin logistics systems, policies and procedures including procurement, communications and IT, to all relevant Merlin Kenya and Somalia staff.
    In consultation with the HR Manager and Project Coordinators, actively participate in the recruitment, induction, and debriefing of logistics staff in Nairobi and all field sites.
    Evaluate the logistical HR requirements of existing or new projects, advising on opening or closures of logs position.

    Person Specification
    Essential Qualifications, experience and competences
    Substantial experience of undertaking a senior logistics role within an international NGO and within difficult operating environments (e.g. insecurity, lack of infrastructure, natural disasters).
    Strong experience in Security management with well developed analytical skills, able to clearly analyse context, changes and identify the implications.
    Experience in implementing security guidelines in insecure environments.
    Significant and demonstrable technical knowledge across a the following technical logistics disciplines: ï‚§ Supply Chain ï‚§ Information Technology ï‚§ Communications ï‚§ Mechanics ï‚§ Energy & Electricity ï‚§ Cold Chain
    Significant experience of providing leadership and advice to a logistics team including specialist areas in a complex operating environment
    Substantial knowledge of at least one of the programme components: ï‚§ Health Provision ï‚§ Rehabilitation ï‚§ Construction ï‚§ Water and Sanitation
    Strong experience of leading and driving the development and implementation of a logistics department's strategy

    Devise a comprehensive training and mentoring program in journalism and radio production skills for community-based recruits in Central Somalia .

    Carry out training-of-trainer workshops for senior journalists and production staff at our partner media organization in Nairobi

    Liaise with partner media organization on training, skills and production objectives.

    Devise a program of media skills and literacy events for local civil society organizations in Somalia and train implementers for these .

    Work with Project Director to develop monitoring and evaluation tools and report on progress of training and mentoring programs

    QUALIFICATIONS:
    Experience designing and implementing radio journalism and production training programs, including training of trainers

    Computer literate and familiar with digital radio equipment and software

    Ability to assess trainees skills and devise evaluation processes for sustainable use beyond this assignment

    Mother-tongue standard fluency in written and spoken English.
