DESCRIPTION

Please note: This is a 3-month position; 6 weeks in July-August 2012, and 6 weeks in October-December 2012.

BACKGROUND:

Working in partnership with Star FM of Nairobi, Kenya, the Dadaab Humanitarian Information Service (HIS) project aims to address communication gaps between refugee populations and humanitarian organizations by providing essential life-saving information that informs, protects, empowers, facilitates dialogue and affects behavior change in the target audiences of camp residents.

The project will also assist the humanitarian sector to be more effective by enabling communities to better understand aid operations, access relief services and communicate with humanitarian agencies. The project will help to establish, train, and operate a community radio station run by Star FM and staffed by youth from the refugees and host communities that is being built in the camp to respond directly to the information and communication needs of those residing and working there.

SCOPE OF WORK:

The Monitoring and Evaluation Manager will be responsible for the development, implementation and strengthening of monitoring and evaluation systems and methodologies for this 12-month groundbreaking project in the Dadaab camps that will identify, train and oversee local project staff. Specifically, responsibilities will include:

    Design tools for roll out and coordination of ongoing media landscape and information needs assessments (qualitative and quantitative) in the camps, making use of SMS and other platforms as necessary, to feed immediately into program activities. This will build off of capacities and partnerships developed during an Internews-led assessment conducted in August 2011.

    Design tools and methodology for ongoing monitoring and evaluation of the Dadaab HIS project, including relevant baseline, end line studies and regular monitoring, as required and in coordination with Internews M&E standards. This includes designing, conducting and reporting on learning reviews to capture lessons learned and best practices of the project.

    Hire, train, mentor and supervise local research and assessment teams and monitoring and evaluation staff.

    Analyze, produce, and strategically disseminate and present reader-friendly results-oriented reports on the findings of ongoing assessments, monitoring, and evaluation studies to be shared widely in country and to larger audiences.

    In coordination with the Humanitarian Liaison Officer, share and present the results (i.e. reports) of these assessments with the humanitarian community, government officials, local media and other media development partners as required, through presentations and/or email and social media, as required.

    Provide pertinent M&E data to the Project Director to strategically inform decisions on project implementation.

    Assist Project Director with preparation of high quality reporting to donors that highlight project achievements and milestones.

    Document best practices and success stories and prepare documentation for public relations purposes.

    Any other duties as required.

    QUALIFICATIONS:
    Fluency in spoken and written English; knowledge of Swahili or Somali an asset.

    Relevant university degree in social sciences field with specific focus on monitoring and evaluation and research studies.

    A minimum of 5 years experience in monitoring and evaluation of internationally funded programs, preferably media development programs.

    Proficiency in evaluation design and development of indicators.

    Experience in quantitative and qualitative data collection/survey design, implementation and analysis.

    Ability to train, mentor, and manage teams of local researchers, including newcomers to the research sector.

    Competent in qualitative methodologies and participatory assessments.

    Demonstrated ability to communicate M&E requirements and outcomes to project colleagues and other stakeholders.

    Proficient in MS Excel, word processing, Power Point and experience using statistical programs such as SPSS.

    An understanding of the vision/mission, core values and objectives of Internews.

    Excellent administrative and organizational skills.

    Willingness to work in demanding, stressful, and, at times, dangerous situations under difficult living conditions with respect for basic security rules.

    Psychological resilience and a sense of humor.

    Over twenty years after the first Somali refugees fled the crisis that ousted President Siad Barre, more than 982,000 Somalis are now refugees in neighboring countries and some 1.5 million are internally displaced. Job Title: Human Counter Trafficking Consultant   

Summary:     IOM had engaged in support to capacity building of border and immigration management and counter-trafficking for the last few years.

Building upon previous experiences and observations, IOM plans to provide continued support to border and immigration management of Somalia, including coast guards to ensure long-term impacts of capacity building of individual institutions to implement and support the identification and referral system for Victims of Trafficking (VOTs) in Somalia, and the expansion of direct assistance to VOTs.

The current Japanese Government project will be executed by IOM simultaneously in the three regions of Somalia.

The project covers:

    South Central of Somalia;
    The Puntland; and
    Somaliland.

It has a life cycle of one year beginning from March, 15th 2012. IOM is the main implementing agency in coordination with the respective government authorities and other involved entities.
The main objective of the project is contributing to enhance border and immigration management for safe and orderly travel within and through Somalia, including the sea territory, with increased response (prevention and protection) to human trafficking. The project has two major components: Capacity Building in Migration Management (CBMM) and Counter Trafficking. However this assessment focuses only on Human Trafficking component of the project, with the aim to examine human trafficking within its local context. The assessment should also consider the measures already in place to combat trafficking with respect to the conviction of traffickers, identification, protection, and assistance of victims, prevention mechanism and the effectiveness of the actors involved.

IOM seeks to strengthen the capacity of the Somali authorities to safeguard national and regional security and to protect the rights of all persons involved in migration including victims of trafficking.

This assessment will improve the knowledge on the current response system, referral mechanisms and analyze the human trafficking process, and recommend actions to enhance that system, including relevant training to different stakeholders.
Description:     Scope of work

The scope of the counter trafficking assessment is to describe and analyze the current status and recommend improvements with an implementation plan and strategy. In particular, the assessment will:

    Determine the nature and extent of human trafficking in the three region of Somalia.
    The knowledge on the current trafficking patterns, including the recruitment process, means of trafficking, routes, types of exploitation, profile of traffickers and victims 3. Examine the factors that contribute and maintain human trafficking in the three regions.
    Map out the organizations and networks currently working in counter-trafficking in the three regions
    Roles and responsibilities of the entities involved in human trafficking and various forms of trafficking manifesting themselves in the country.
    Regulatory framework (legislation and procedures), outline the current policy to combat human trafficking.
    Process related to identification and referral mechanism and direct assistance to VOTs. Comparing the current practices with international standards.
    The services and capacity building needs for the entities involved in Human trafficking. Reflect best practices and current gaps in the practical capacity of the main actors in trafficking in Somalia.
    Examine the current response system and good practices in Somalia (identification, protection, referral and assistance) and develop the recommendation for improvement.
    Outline the Standard Operation Procedure for identification, registration and referral system and the direct assistance to VOTs.
    Most effective information, education and communication desseminations systems appropriate in the region.

Objectives

The purpose of the assessment is to provide Somali authorities and other concerned stakeholders with a comprehensive review of the level and broader scope of human trafficking and the characteristics and profiles of potential victims and human traffickers.

The assessment aims to undertake:

•A comprehensive review of identification and referral practices in place,

•Recommendations for the improvement of the current legislative and policy guidelines on human trafficking in the regions

•An implementation strategy and plan for the recommendations.

Assessment Methodology

Review of relevant document provided by involved partners.

The assessment will consist of physical verification, observation and interview with the key officials and other involved partners in the ground. Individual and group meeting/ consultations with key stakeholders.

The assessment will use a standard form. The information and data collected during the assessment will be compiled in a comprehensive report.

Requirements:     Qualifications

The consultant must have a minimum of 10 years experience conducting similar assessment and capacity-building of government authorities in the promotion of policies related to governance, security, law-enforcement, and development strategies with particular experience in migration management.

The consultant should have a graduate degree in international affairs, international development, peace-building or conflict resolution, international development, international economics, or a related field such as law.

Familiarity with the current political developments in Somalia and experience in handling previous consultancy of similar nature in Somalia is highly recommended.

On the basis of the received proposal, contract agreement will be signed between IOM and the identified partner, defining the final budget and the modalities for implementation, reporting, monitoring and evaluation. The task/Scope of work:

    Design and construct a database for the CGM project;
    Ensure accurate inputting of data received from various sources and partners into database;

Job Specification
BASIC FUNCTION       

                          
As the Aflatoxin Project Coordinator, the Incumbent is responsible for assisting the program advisor in developing the implementation plan for the aflatoxin prevention program and research current Kenyan regulations related to maize contaminated with aflatoxin. He/she will act as primary interface between Kenya Ministry of Public Health and Sanitation (MOPHS), CDC-Kenya and CDC-Atlanta and participate in, take detailed notes of, and provide minutes from meetings led by the program advisor with various stakeholders about the state of aflatoxin surveillance, research, prevention, and education activities being conducted. In addition, the person will use a subset of data and specimens from a cross-sectional survey for AIDS to estimate the scope of aflatoxin exposure.


MAJOR DUTIES AND RESPONSIBILITIES                                   100% OF TIME           


Program Coordination (40%)

    Assist the Program Advisor in developing the implementation plan for the aflatoxin prevention program.
    Research on current GOK’s regulations related to maize contaminated with aflatoxin.
    Provide report summarizing results of research and describing current regulatory processes.
    Continue working with CDC-Kenya to determine how best to utilize the Kenya AIDS Indicator Survey and serum samples collected as part of that syndromic surveillance system to further characterize the scope and extent of aflatoxicosis in Kenya.
    Facilitate access to and analysis of serum samples from syndromic surveillance for aflatoxin adducts by CDC-Atlanta by keeping record of samples collected for aflatoxin analysis and organizing sample shipment.

    Lead the development of a plan to implement aflatoxin screening in collaboration with the Kenya National Public Health Laboratory and Kenya Division of Food Safety and Quality Control (DFSQC).
    Assist MOPHS with screening efforts prior to and during the high risk season for aflatoxin contamination

Monitoring and Program Planning (20%)

    Plan and take notes during national stakeholders meetings focusing on current and proposed regulatory activities.
    Prepare summary of next steps needed to implement regulatory reform and describe and monitory agency roles and responsibilities required to move towards reform.
    Apply information gained from meetings to the revision of the proposal to the United Nations Food and Agriculture Organization (FAO).
    Identify and provide list of other potential funding sources for aflatoxin prevention programs.
    Assess current barriers to implementing the aflatoxin screening strategy developed in 2009 and provide a report summarizing steps required to implement a sustainable screening strategy in Kenya.
    Identify potential partners at the Kenyatta National Hospital who could contribute to the development of a protocol to collect and analyze serum from jaundiced patients for aflatoxin adducts.

 Liaison & Secretarial functions (40%)

    Act as primary interface between Kenya Ministry of Public Health and Sanitation (MOPHS), CDC-Kenya, and CDC-Atlanta for all activities related to aflatoxin exposure and outbreak prevention and response.
    Maintain relationship with non-governmental organizations (NGO) working on aflatoxin in Kenya about the state of aflatoxin surveillance, research, prevention, and education activities being conducted in country to identify opportunities for collaboration and leveraging resources.
    Maintain relationship with partners at the Kenyatta National Hospital to coordinate future studies to assess the contribution of aflatoxin exposure to jaundice in Kenya.
    Participate in, take detailed notes of, and provide minutes from meetings led by the Program Advisor, and including representatives from at least MOPHS and other health and agricultural institutions in Kenya about using data and specimens from a cross -sectional survey for AIDS to estimate the scope of aflatoxin exposure.

Job Specification
BASIC FUNCTION OF POSITION      


Incumbent serves as on-site RSO presence for USG facilities and personnel in western Kenya. Incumbent serves as an investigator responsible for conducting complex and sensitive investigations assigned by the Regional Security Office to include personnel security certifications, personnel suitability, fraud, malfeasance, and visa/passport fraud cases for U.S. Government Agencies operating under the COM. Provides security briefings on behalf of the RSO to TDY USG personnel in Kisumu. Incumbent provides continuity in regard to institutional knowledge and establishes, conducts and maintains liaison with all host government police, law enforcement, security organizations, and customs and immigration officials. Works closely with the CDC-KEMRI and MRU Director’s in Kisumu. Represents the Mission in court and on other legal matters, with required approvals.  The types of investigations include: security incidents and threats to USG employees/family members; visa, citizenship, document, passport and immigration fraud; procurement or financial irregularities; and malfeasance. This involves a great deal of conflict resolution among those who are providing information and testimony which is an important aspect of investigative work in Kenya, and seeking out and uncovering, researching and analyzing documentary evidence. Investigative ROIs (reports of interviews) must be well organized, well written, and properly documented with little RSO oversight. Develops and maintains liaison with local police, airport, CID, and other security and/or government officials. Incumbent conducts interviews for personal background checks for employment of other LES staff and for other personnel as required. Incumbent must also provide TDY support for VIP visits or U.S. Delegations as directed by the RSO. He/She also assists other Mission offices and USG entities as directed by the RSO by liaising with police on all matters with or on behalf of US diplomatic.     Incumbent is responsible for the completion of pre-employment security and suitability investigations for LES and contract employees in Western Kenya.
    Incumbent is responsible for conducting update certification investigations on all LES, contract, and domestic service employees. He/She is charged with resolving any discrepancies or allegations of misconduct or unsuitability uncovered in the course of the investigation.
    Incumbent may be required to verify certification for local guard contractor personnel to resolve discrepancies or negative information which may be uncovered during name checks conducted by Washington.
    Incumbent provides administrative support for the employee and contractor certification program.



 Liaison and Protective Security                                                                                                                      30%


·        The incumbent is responsible for maintaining liaison with security and law enforcement personnel within the GOK. This includes: KPS, KWS,
       KAA, KPA, Administrative Police, OSU, Immigration and others often involving high level contact with District and Provincial
       Commissioners.

·         Incumbent assists with and advises the RSO in obtaining GOK cooperation involving investigations of both security and criminal matters and in
      the exchange of information relative to criminal and terrorist activity or threats.


·         Incumbent is responsible for assisting with arranging protective security coverage for visiting VIPs.


·        Incumbent serves as on-site liaison with local guard force contract security company (KK Security) and KEMRI security.
