Org. Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services. This post is in the Budget and Financial Management Service.
   

   
Responsibilities
Under the overall supervision of the Chief, Budget Section the incumbent’s responsibilities will be as follows:

1. Budget Preparation
a) Coordinate, formulate analyze and finalize cost estimates and budget proposals of staff and non-staff requirements.
b) Review, analyze and finalize budget/financial implications in light of resolutions or decisions of the relevant bodies.

2. Budget Administration:
a) Prepare allocations, issue allotments and authorize sub-allotments for UNON’s extra-budgetary resources, the common services and charge-back projects.
b) Manage and monitor budget implementation and recommend re-allocation and/or redeployment of funds.
c) Administer and monitor extra budgetary resources, including review of arrangements, agreements and cost plans.
d) Prepare the billing for the common services projects and monitor the receivables to ensure that individual cost centers have the necessary cash flow to implement the planned activities or take action to curtail expenditures if required.
e) Prepare, review and finalize budget performance reports.

3. Staffing Table Management
a) Manage and control the UNON staffing tables, including coordination and provision of advice on staffing table and the processing of staff recruitment and contract extensions.
b) Prepare staffing reports on the utilization and configuration of human resources for UNON regular budget, core budget and common services budget.
c) Submit incumbency and vacancy statistics to United Nations Headquarters,  New York and to UNON management.

4. International Public Sector Accounting Standards (IPSAS) implementation
a) Facilitate the IPSAS implementation on UNON accounts in particular the common service and charge-back projects.
b) Provide advice and guidance, including training to all concernced on budgetary and financial policies and procedures including result-based budgeting.
c) Assist the Chief, Budget Section in planning, organizing, managing and supervising the work of the Budget Section.
d) Act as certifying officer and ensure that proposed obligations and expenditures are in line with approved budgets.
e) Perform other duties tasks as may be assigned.

Education
Advanced university degree (Master’s degree or equivalent) in finance, accounting, or business administration.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.  Certified Public Accountant (CPA) or equivalent qualifications will be an advantage.
   

   
Work Experience
A minimum of seven years of experience in budgeting and financial management, including four at the international level.  Practical experience in programme/project financial management and administration is required.
   

   
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.  Working knowledge of another UN official language will be an advantage.

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight to the UN Security Management System (UNSMS) to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. This post is located within the Training and Development Section of the Field Support Service of DSS.
  

  
Responsibilities
  

  
Under the supervision of the Mobile Training Team (MTT) leader, the Training Officer will participate as a member of MTT missions to deliver Competency Based Learning (CBL) programmes to UN managers with security responsibilities, security personnel and UN personnel, system wide.
The following are some of the duties and responsibilities of the Training Officer:
- Deliver and implement CBL modules, lessons and courses as appropriate.
- Participate in reviewing and preparing dynamic CBL learning programmes of instructions (POIs), including training in response to emergency crisis situations; using current training material modules, practical applications, guide books and CBL methodologies.
- Assess scheduled POIs to make sure that they are conducted in accordance with the annual DSS training schedule;
- Organize and coordinate all venues, logistics and administrative requirements for the MTT;
- Ensure that all Agencies, Funds, Programmes and Organisations (AFPO) of the UN system participate as appropriate and review certification procedures to ensure that the appropriate standards for course completion are met.
- Prepare draft security training reports for all learning programmes, in accordance with established procedures, including appropriate recommendations to enhance CBL POIs;
- Provide advice, guidance and support to AFPO on matters relating to security learning affecting UN personnel system wide; act as resource person and participate as a facilitator for security training conducted by AFPO;
Participate in the development of coordinated inter-agency security CBL strategies and policies for an efficient and effective UN security learning programme.
- Develop and conduct learning needs assessments and identify areas for change or modification as required.

A minimum of five (5) years of progressively responsible experience in the field of security management, preferably in a police or military context, including three years of experience in preparing and conducting CBL adult learning both in field and formal settings and/or as learning manager in self-paced distance learning systems. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations. Adult learning experience must include the design and delivery of policy-based learning programmes. UN Agency, Fund, Programme or Organization field security experience is desired.

Responsibilities
   

   
Within delegated authority, the Senior Interpreter will be responsible for the following duties:

Services up to seven meetings per week (exceptionally eight) of various United Nations bodies.
English, French or Russian interpreters provide interpretation, as required, into an official language of speeches or statements given in two other official languages.  Arabic or Chinese interpreters provide interpretation into Arabic or Chinese of speeches given in English or French and interpretation into English or French – as appropriate – of speeches given in Arabic or Chinese.
Routinely assigned to sensitive meetings.
Routinely functions as team leader of all interpreters assigned to a given meeting.
Assists the Chief of Section or Service, as appropriate, in the screening, training and examining of prospective interpreters.

May function as Programming Officer.

For the post advertised a perfect command of the language of the Unit which must be the candidate’s primary language is necessary. Excellent aural comprehension and command of two other official United Nations languages is required for the English, French and Russian booth. For the Arabic and Chinese booth and excellent aural comprehension and perfect command of Arabic or Chinese language respectively, which is expected to be the incumbent's main language, is needed, and the candidate must also possess an excellent command of English and/or French.
