KYEP is a World Bank funded project with an overall objective of increasing employability of youth in Kenya. The component provides training, private sector internships and work experience to youth aged 15-29 years of age. KEPSA is seeking to appoint a Monitoring & Evaluation Consultant on a nonrenewable short term contract not exceeding four (4) months.

MONITORING AND EVALUATION CONSULTANT (REF M&E 004-2012)

Reporting to the KYEP project Director, the Monitoring & Evaluation Consultant will perform the following tasks:

Main tasks and responsibilities
The Consultant will be responsible for coordinating all monitoring and evaluation activities and for their implementation to ensure focus and effectiveness of KYEP interventions as per the approved project documents and work plan.

Specific Duties and Responsibilities:
Specifically, the Consultant will be responsible for;

    Regularly updating the projects Results Framework in line with World Bank’s modalities;
    Regularly updating the program key performance indicators (inputs, outputs, outcomes) for monitoring the project;
    Monitoring of the MIS to ensure that data are regularly reported and entered into the MIS by the respective staff to effectively produce reports from the MIS data ;
    Ensuring efficient and regular monitoring reports to the Project Director, analyzing progress and performance as well as highlighting areas of concern;
    Management and oversight of cycle 2 Impact Evaluation activities; being in frequent and regular contact with the firm to ensure quality and timeliness of deliverables.
    Supporting the Presentation and dissemination of monitoring and through workshops.
    Conducting monitoring visits during Trainings and Workplace experience to ensure the project is achieving its objectives
    Conducting internal evaluations of the Training and Internship programme to supplement external project evaluations;
    Monitoring implementation of complaint handling mechanism (CHM) framework for the project
    Document lessons learnt in the project in order to improve the project design as well future project implementation
    Any other duty that may be assigned by the Project Director

Qualifications and experience
The Consultant will have knowledge and experience in monitoring and evaluating youth employment programs.

Specifically;

    Advanced university Degree in Business; Economics; Project Management; Statistics or related fields;
    A minimum of eight (8) years experience in project/program monitoring and evaluation, in addition to the operation of management information systems.
    Experience in conducting research and managing research projects. Experience with and Knowledge of Impact Evaluations would be an added advantage.
    Proficiency in written and spoken English, with Swahili considered an asset;
    Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, as well as their practical application, and report writing;
    Immediate availability to take up the assignment is preferred.

The International Maize and Wheat Improvement Center (CIMMYT) seeks a highly qualified agricultural economist to join our international team of scientists working on improving the livelihoods of farmers and the poor in the developing world. This position will involve undertaking socioeconomics and policy research on strategies for sustainable agricultural intensification (SAI) in mixed farming systems in Eastern and Southern Africa in collaboration with national and international partners. More specifically, the research will focus on identifying economically viable SAI investments and policy and institutional strategies for achieving sustainable productivity growth, increasing resilience and adaptation to climate shocks, and applying cutting-edge methods for understanding adoption pathways and impacts of integrated innovations on farm households and the rural poor. The position will be based at the CIMMYT regional office in Eastern and Southern Africa (preferably in Kenya or Ethiopia).

The job will require that you:

    Work with a team of scientists to understand constraints and opportunities for sustainable intensification and productivity growth of maize-legume-livestock systems.
    Conduct household surveys and collect gender-disaggregated data in target countries in the region.
    Identify adoption pathways for SAI interventions and the key socioeconomic, policy and institutional drivers of adoption.
    Analyze the impact of proposed technology and policy interventions on household welfare, production risks, vulnerability and resilience of livelihoods both at micro-and macro-level for different household groups.

    Develop a network of policy and research partners to disseminate and implement research findings.

We are seeking candidates with the following qualifications:

    PhD in Agricultural Economics or related discipline.
    Relevant postdoctoral experience of at least 3 years (associate scientist) or 5 years (scientist). 
    Practical experiences in field surveys design and collecting data and willingness to travel extensively in the target region
    Familiarity with large datasets and demonstrated skills in analysis of panel data using relevant software (e.g. STATA).
    Demonstrated experience in conducting technology adoption and systematic evaluation of program interventions.
    Knowledge of advanced econometric and qualitative tools for analysis of adoption pathways and gender-technology gaps.
    Experience with impact evaluation methods using econometric and other economic modeling approaches (e.g. bio-economic models and CGE models and relevant software such as GAMS).
    Track record of publications in internationally recognized journals, preferably in agricultural and development economics.
    Experience in combining applied quantitative adoption and impacts methods with qualitative approaches to study complex farming systems.

The International Maize and Wheat Improvement Center (‘CIMMYT’) seeks an experienced agricultural scientist to contribute to its research, innovation, and dissemination-related activities in India.  In additional to strong theoretical knowledge of agricultural systems, the ideal candidate will have a mix of practical field skills, an ability to conceptualize the challenges to agricultural development broadly, as well as specialized knowledge in one or more key areas where CIMMYT requires regional technical leadership such as weed science, water resources, or agricultural mechanization. The successful candidate will also have a problem-solving orientation and approach work with a clear focus on issues of scale, sustainability, and underlying processes. Interest in training and capacity building are a must.  Work experience gained in the developing country context is desirable.

The successful applicant will join the multi-institutional and interdisciplinary team that coordinates the Cereal Systems Initiative for South Asia (‘CSISA’). CSISA is a collaborative research for development program launched in 2009 with funding from the Bill and Melinda Gates Foundation and the US Agency for International Development.  It combines the strengths of several members of the Consultative Group on International Agricultural Research (IRRI, CIMMYT, IFPRI, ILRI, and WorldFish) in collaboration with a large number of public and private sector partners in India, Bangladesh, Nepal, and Pakistan. The overall goal of CSISA is to increase food and income security in South Asia through the accelerated development and inclusive deployment of new varieties, sustainable and productive management technologies, and innovative policies.  CSISA also endeavors to place technologies in the context of markets, risk, and other barriers that, without complementary strategies, can constrain advances in production and improvements in livelihoods.

Core Responsibilities will include:

    Contributing to the development, testing, and refinement of key new agricultural technical innovations, specifically those related to sustainable intensification (e.g. conservation agriculture, site-specific management, precision water management, scale-appropriate mechanization, etc.)
    Contributing to the development of training modules and outreach materials that will support a variety of change agents including agro-dealers and extension agents
    Contributing to the definition of major change pathways that will catalyze sustainable development at scale among targeted South Asia farmers
    Developing strategic working relationships with public, private sector, and Civil Society (NGOs, Cooperatives, etc.) partners
    Mentoring and overseeing the work of project-based staff
    Communicating key messages and project progress with donors, policy makers, and other primary stakeholders
    Summarizing research findings for journal publication

    At least 4 years post-PhD experience in applied agricultural research
    Good partnership building and networking experience with the public and private sectors

Essential:

    Advanced degree in applied economics, project planning, business administration or any other related fields.

The International Maize and Wheat Improvement Center (CIMMYT) seeks a results-oriented and highly motivated Operations Manager for establishing and successfully operating the Maize Doubled Haploid (DH) Facility in Africa. As a Nairobi-based member of the CIMMYT-Global Maize Program (GMP), the selected candidate will work under the direct supervision of the Global Maize Program Director, and will work in close interface with CIMMYT-GMP scientists, as well as with scientists/clients from the international and national institutions (including not-for-profit, public as well as private) in Africa. 

Specific responsibilities of the position will include:

    Support the design and establishment of a maize DH facility in Kenya, based on an in vivo haploid induction and DH production protocol.
    Plan, coordinate and implement an efficient maize DH production pipeline, including schedules to meet the internal and external demands.
    Coordinate the delivery (in a cost- and time-effective manner) of seed of the DH lines, following appropriate stewardship and quality management standards.
    Efficiently manage all activities in the maize DH production pipeline, including maintenance of the laboratory/greenhouse/field equipment/facilities.
    Create a safe working environment for maize DH facility, including general safety and health of the DH operations staff.
    Optimize the DH production protocol to improve production efficiency.
    Manage an operational budget at or below budgeted amount.
    Train and supervise lab and field personnel in all phases of DH production.
