FINANCE ASSISTANT

Under the overall supervision of the Finance and Administration Manager, the incumbent will, in summary, be expected to:

    Prepare payments ensuring proper audit trail;
    Manage receipts and petty cash;
    Post payments, receipts and journals into a computerised accounting system and prepare monthly bank reconciliations;
    Manage the fixed assets inventory;

Qualifications, Experience and Competences

    A Bachelors degree in an accounting related field or other accountancy professional training such as CPA or ACCA. Additional training in Information Technology (IT) would be an added advantage.
    Demonstrable experience in finance work of a similar nature will be an advantage.
    Ability to work independently and as a team player who demonstrates leadership and is able to support and train interns.
    Well developed written and oral communication skills. This includes effective negotiation and representation skills.
    Works with trustworthiness and integrity.
    Demonstrable knowledge of and commitment to human rights and social justice approaches to promoting sexual health and rights and demonstrable respect for diversity.

The Role

Required Qualifications, Knowledge and Experience
To qualify for the position, applicants must have the following:

    Bachelor of Laws (LLB) degree from a recognized university and be an Advocate of the High Court of Kenya;
    Minimum of 10 years’ experience in a busy legal environment;
    Outstanding integrity with commitment to the course of justice and public interest;
    Proven advocacy skills with ability to communicate clearly and confidently;
    Ability to work in a team, often under pressure; and initiative with little or no supervision;
    Proficiency in computers;
    Minimum of five years’ experience in legal/ company secretary department; and
    Excellent interpersonal, communication and writing skills.

A Master’s degree, experience in commercial transactions and Certified Public Secretaries qualifications will be an added advantage.

Qualifications

    At least a Bachelors Degree and a Diploma in Mass Communication with specialization in Radio production and any other relevant degree. A Master Degree in Mass Communication will be added advantage.
    3 years track record of Broadcast Media Management training.
    Minimum of 7 years work experience in Broadcast Media Management preferably Radio services in a recognized broadcast media organization.

In its Pan Africa Programme, ACORD has defined as one of its priority objectives to support the rural poor, in particular women, to have equitable access to and control of natural resources essential for their livelihoods and employment ensuring the protection of natural resources critical to peace and development in Africa. ACORD will work towards ensuring that “communities previously in tension or active conflict over land or water resources are in dialogue processes with reduced tensions”. This will be done through activities such as promoting regional initiatives to address cross border tensions over access to land and water and the piloting of the Community Social Peace Model to non-political conflicts such as natural resources management and land disputes.
Currently, ACORD is in the process of launching a new Dutch government funded programme entitled ‘Pan Africa Programme for Community Peace Recovery and Reconciliation (CPRR). This is a 4 year Programme (July 2012-July 2016) covering 7 countries in sub Saharan Africa. The overall goal of this programme is to “facilitate an enabling environment where marginalised communities become effective agents of conflict prevention and peace building, to support inclusive stability and development on the continent, ultimately contributing to the achievement of MDG1 and the restoration of peace and security in Africa”. This programme will contribute to:
- Increased community consciousness and observance of citizenship demonstrated in social cohesion and co-existence in 7 target countries emerging from conflict
- Community level peace solidified and peace dividends obtained through jointly executed peace projects
- Innovative models of conflict prevention adopted by governments, institutions and partners involved in conflict prevention and response where there is prevailing (or risk of) conflict
The Conflict Thematic Manager is based in the ACORD head office, managing ACORD’s overall peace building and conflict transformation work, reporting directly to the Head of Policy and Advocacy. The conflict thematic manager will also support mainstreaming of conflict sensitivity into all ACORD’s work and cross-thematic linkages to livelihoods, gender justice and HIV and AIDS thematic – in line with ACORD core value that as an organisation that “we will contribute to the prevention and resolution of conflicts affecting the communities with which we work, aware that social justice and equality are the basis of meaningful peace”.

Competencies and skills requirements
• Masters in Social Sciences or Sustainable Development, Gender or similar field
• Five (5) years working experience in gender work with an International Non-Governmental Organisation (INGO) at Management level and very good understanding of gender issues at the level of Policy influence in the Pan-Africa scene
• Strong experience in strategic planning, policy formulation, lobbying and media work
• Strong experience in gender programme management, coordination and oversight
• Experience in popular mobilisation and policy advocacy at international level, alliance and partnership building
• Bilingual: English-French spoken and written is an essential requirement for the position

Job Title: Legal Officer

Purpose: To provide legal counsel to ensure appropriate interpretation of NACC legal safeguards and rights
at all times, and to provide advice to ensure appropriate risk management for Council and Secretariat, and to

Key responsibilities and accountabilities:

The Legal Officer will report to the Head of Legal Services.

Key Tasks:

    Giving legal advice to the Board/Council and the secretariat;
    Drawing or reviewing contracts, agreements, MOU, leases and other legal documents;
    Reviewing tender documents for legal conformity.
    Monitoring contractual & statutory compliance;
    Maintaining safe custody of contracts and legal documents;

    Providing legal counsel within NACC;

Academic Qualifications:

    Possess an LLB degree from a recognized institution;
    Having a master’s degree in a relevant field will be an added advantage.

Competencies/Experience:

    Be an Advocate of the High Court of Kenya;
    Have five (5) years experience in litigation and conveyance in the public sector or a large and reputable private sector;
    Have proven interpersonal skills, management, leadership qualities, oral, written and computer skills

Job Title: Head, Internal Audit

The National AIDS Control Council (NACC) is a State Corporation mandated to provide a strategic framework to coordinate stakeholders in the implementation of the national multi-sectoral response to HIV and AIDS in Kenya.

In order to strengthen capacity to accomplish its mandate, NACC is seeking to recruit a suitable and motivated individual to fill the following key positions.

1. Head, Internal Audit

The position holder will be responsible functionally to the Council Audit Committee and administratively to the Director for developing and implementing a comprehensive prevention programme through independent, systematic and objective audit reviews and programmatic evaluations of business policies, systems, processes and practices.

This involves inter alia continuously assessing the effectiveness of internal controls and degree of compliance as well as identifying organizational risk factors.

Broad Key Accountabilities

    Develop, implement and evaluate internal control framework related to risks.
    Determine the adequacy of internal controls
    Examine and inspect activity records, accounting systems and procedures.
    Monitor and review procurement policy and staff recruitment procedures.
    Coordinate and interact with the Council Audit Committee and external auditors.
    Evaluate progress and status of steps taken to address any current and past audits.
    Review and evaluate the progress made in achieving institutional specific objectives.
    Liaise and work closely with relevant law enforcement agencies, commissions and professional organizations.
    Prepare and submit oral and written reports of findings concerning scope of audit, financial conditions found, source and application of funds, and make recommendations for the improvement of operations.

Qualification and Experience

    Master’s degree in relevant discipline
    Bachelor’s degree in business administration, commerce, economics or equivalent qualifications
    Full professional accounting qualifications such as CPA, ACCA, ACA and membership to a relevant professional body.
    Minimum seven (7) years relevant professional experience in the areas of accounting and audit gained from an organization with strong internal control frameworks

Key Competencies

i) The candidate must have demonstrated thorough knowledge of;

    approved principles, procedures, and practices involving accounting and financial record keeping including government policy and accounting procedures
    audit procedures, including planning, audit techniques, testing and sampling methods and tools used in conducting audits
    fundamentals of internal control systems and the ability to properly execute audits designed to test these controls
    potential ability to improve the NACC operational policies and procedures, business processes, audit objectives, key management strategies

ii) Exhibit proficiency in a wide array of computer solutions appropriate to audit and accounting.

iii) Have excellent communication and demonstration skills

iv) Ability to work independently without supervision and to maintain highest integrity and confidentiality of audit information
